children who do not attend
kindergarten are more likely
to need remedial help, more
likely to be held back a grade
and more likely to not finish
high school, M cFarland
said. And students who don't
finish high school, she said,
are more likely to commit
crimes and be incarcerated
in prison
"Kindergarten is not a
fr ill," said McFarland, an
instructor at Mt Hood Com
munity College. " I t ’s an in
tegral, maybe crucial, part
of the educational process."

Senate Bill 921, which was
approved 16-13, now goes to
the House for approval.
Senators opposing the bill
said it would inhibit local
control and pose a financial
burden on local taxpayers.
