classification. Under the
1979 Tax Relief Plan, there
are two classes of property
homesteads and all other
properties.
A homestead is an owner-
occupied principal residence
that has qualified for tax
relief under the relief plan.
If property is in the ’all

value change notice if the
assessed value of the proper
ty increases by more than
$4oo or 5 percent, whichever
