That guideline has been e m p h a s iz e d everyw here from money management experts like S y lv ia P o rte r to home economics classes and tex tbook.;, The second tra d itio n al guide related monthly in come to monthh housing coats It has beer suggested by experts that fam ilies could not afford monthly housing costs that were more than Z to 30 percent of m onthly income, though housing cost d efin itio n s vaned widely, depending on utilities property taxes and insurance premiums The third guideline called for settling on the mortgage plan that involved the least amount of total interest. That amount could be in fluenced of course by the size of the down payment, the years of the mortgage and the actual interest rates available frem various len ding institutions In the study. conducted by • Oregon State U niversity, questionnaires were mailed in the spring of 19Tt» to 30t> owners who had purchased sin g le -fa m ily residences. Findings showed that only 35 percent of the home owners who answered used the first guideline m deciding on the affordability of their newly- purchased home Guidelines two and three were used by 42 and 20 per cent of the owners, respec tively T h e m ost im p o r ta n t source of information on financing was previous ex perience. not tra d itio n al guidelines Another impor tant source of information was the lender or realtor A m a jo r it y of those surveyed. 54 percent, did not shop around for a mortgage. Thirteen percent assumed existing mortgages while 23 percent used the Oregon Department of Veterans Af fairs mortgages The prices of homes pur chased by persons surveyed averaged between $45.(MM) and $50.000 Fam ily income averaged between $21.000 and $24.000 About 46 percent were renters just prior to their housing purchase while 54 percent were already home owners. Thirty-two percent w e re fir s t-tim e hom e owners. 31 percent were second-time home owners and 37 percent said that it was their third or more hous ing purchase The average home buyer was a college graduate ESD board to meet The Clackamas County- Education Service D istrict’s board of directors w ill meet Monday. Feb 17. to discuss the budget The hearing will be the last stev before the ESD le v y is p re s e n te d to Clackamas County voters March 31. according to ESD superintendent Bob Bums The ESD budget committee last month approved the budget The ESD will ask county vo ters to ap p ro ve $3 4 million outside the lim it for the coming fiscal year If the levy passes most of the add ed funding will go to support ESD programs for handicap ped students Other items on the board agenda at the meeting will be the consideration of an emergency budget which can be put into place if the levy fails to gain voter ap proval Changes in school boun dary lines will also be con sidered by the ESD board, which also serves as the county's school d is tric t Boundary Board The meeting will be held at 8 p m in the Boardroom of the ESD offices in M anan Hall on Marylhurs: Campus Jolly Green Thumb BY MARY FUREY CRYMES BI e i t j i ling cereus more entertaining than show There s something even better to stay up for than the late show It s Hylocereus undatus. the mysteriously beautiful night blooming cereus A form of cactus, you’ll find this houseplant more enthralling than an old movie plot Look for a Hylocereus if you want to cultivate this star of the plant world There are several types of cereus cactus, including one called Peruvianus monstrosus. which sounds menacing and looks like something only a mother could love The Hvlo is a spineless climber that produces large, pure white blossoms onlv at night It does its thing in total darkness and onlv once If you luck into a mghtbloomer. haul it home and repot in a clay pot with lots of drainage Plants are top heavy with small root systems, so soil must drain and dry quickly Use rich soil, mixed with peat and perlite and water when plant is bone dry Feed once a year with any plant food Sometimes, the pencil-like stems of the cereus will trail, in some plants thev shoot straight upward from the soil to reach ceiling height. Left unchecked, the ever- growing cereus can cover an entire wall, so prune it back Three to four feet is about average height, and the plant is at its most attractive then Maturity is what produces the gorgeous blossoms, so be prepared for green only tor four or five years Then one day. in late summer or fall, large, papers buds w ill appear They open after sunset and the blossoms start growing Remember that they thrive in total darkness, so be prepared to stay up late for this night show A plus is that if the blossoms have been pollinated naturally, they’ll produce s m lll edible fruits, tasting a bit like wild cherry and bright red in color This is not true of every plant so if some show on vours at the end of the growing season, enjoy, enjoy.
