10- SANDY (O r« .) ROST Thur». Dec. «. 1979 (Sec. 3) Powell announces for office John Powell, Oregon state senator, D-Halsey, an nounced this week that he is running fo r Oregon's Secretary of State. In his statement given at news conferences in Port land, Eugene and Medford. Powell said, “ My qualifications are based on five years in the state senate and the key leadership roles I have held during that time. “ The office of Secretary of State has become a simple ca re take r of o ffic ia l documents and reports,” Powell vitality. said. “ It lacks Powell is the senate assistant m ajority leader and chaired the Senate Revenue Committee during the 1979 Legislative session. That committee helped write and secure passage of the largest tax relief measure in Oregon's history. Powell said his campaign w ill concentrate on positive initiatives instead of per sonal criticism . “ We have too much of the negative, too much criticism and too much division in this country without another negative force," he said. “ There are several areas where progressive leader ship is very important in that o ffic e : Increasing voter p a r tic ip a tio n , c u rb in g cam paign spending and im p ro v in g a c c o u n tin g procedures of state agen cies.” Powell was first elected to the state senate in 1974. At the age of 26, he was the youngest m em ber ever elected to that body. He was re-elected in 1978. Christmas program featured at CCC A Christmas program for children young and old w ill be held at the Clackamas Community College Com m unity Center M a ll on Saturday, Dec. 15, from noon to 2 p.m. The program w ill feature music, dance, drama and re fre s h m e n ts c e n te re d around the Christmas theme. Admission price for the program is a can of food or other food donation which w ill be contributed to the Elks' food drive. The entertainment for the program w ill include caroling by the college music departm ent, the R ing m asters B arber Shop Q uartet from Canby, a C hristm as play by the college theater department, dances by the college dance classes, and presentations about Christm as cele brations in other lands by the college foreign lang uage department. In rainy western Oregon, mulches reduce soil com paction. East of the Cascades, they prevent erosion and reduce evaportion. In addition, mulches hold down weeds, regulate soil temperature and add organic matter to the soil. Barkdust is the most popular organic mulch for flow er beds and other landscaped areas. A two to four inch layer around or namental plants w ill protect against cold winter tem peratures and add to the beauty of the landscape. Steeply sloped areas have always given home land scapers problems because barkdust washes away easily. Now a plastic netting is available for home use. The netting is placed on the slope, then covered with barkdust. The bark sifts through the nettings and does not wash or blow away as quickly.
