Council ponders growth policies

Should the city require
subdivision developers to
pave all the roads in a
development before allowing
buyers to move into their
homes?
And should the city require
a developer to put in a sewer
line for a development when
the line crosses an adjacen*
piece of property*
Those questions were
posed by City Manager
Roger Jordan to city council
Monday night in a work
session following the regular
agenda items Jordan said he
raised the questions to set a
clear policy for the city in its
dealings with developers as
the city undergoes rapid
growth.
Discussion on the paved
roads ranged from requiring
developers to build all roads
before issuing any building
permits to allowing oc
cupancy on a limited number
of houses for a short period of
time.

tracking mud over other city
streets.
But city engineers Dennis
Peoples said it might be a
good idea have developers
put in rought unpaved roads
and allow the heavy trucks to
drive over them to find out if
the road has any soft spots
before it is surfaced.
Council did not make a
decision on the matter.
Jordan suggested he get
together with Day and
Peoples to draw up a
proposed policy and present
it to council for their ap
proval.

city should work to establish
a policy on road construction
that was reasonable.
One alternative discussed
was to require a bond on all
roads to ensure they are
built. Another was to limit
construction of houses to a
specified distance into a
proposed street.
“ The situation we don’t
want to get ourselves into is
one where someone has
bought a house but can’t
move in because the roads
aren’t paved,’’ Jordan said.
“That makes the city look
like a bad guy .”
Day pointed out that the
city should not require
paving of roads before
issuing
building permits
because the city needs the
permit fees to do engineering
and bu tiding inspection work
in advance of the completed
subdivision.
He said the city could limit
the issuance of building
permits a certain distance
into a subdivision to keep
Iki the question of a sewer
line crossing adjoining
property, council agreed it
was
the
developer’s
responsibility to acquire
easements for the line from
the property owner
The subdivision in question
is Wewer Road Estates
owned by Frank Moore and
Hap Arnold. The single*
phase plat plan was ap
proved by council in August
but the developers are now
requesting that the sub
division be built in three
phases
Construction of the third
phrase would require a
sewer line be built across
adjoining land.
Council agreed that Moore
and Arnold will be required
to
get
the
necessary
easements and that the
subdivision will be developed
in one phase
Development in multiple
phases would mean the
recreation area in the sub
division would be built after
some of the housing units are
in, a plan which the council
objected to.
Man arrested after
hit-and-run incident
A 1964 Volkswagen was
stolen from behind Sandy
Mobil at 39535 Proctor Blvd.
Nov 29 The car, which was
not in running condition and
had to be towed away,
belonged to David Swanson
of Sandy.
A hit and run incident
which occured Nov. 18
resulted in the arrest of
Lloyd Douglas Gokey of
Portland Nov. 28. The struck
vehicle, belonging to Alfred
Christianson, had been
parked at the corner of
Proctor and Scales.
Gokey had borrowed a
pickup from a friend in
Sandy and was driving it
when Christianson’s vehicle
was hit. The Sandy resident
reported the incident to
police, which led to Gokey’s
arrest.
Gerald Dickinson, 43, of
Sandy was cited Nov. 30 for
driving while under the in
fluence
of
intoxicants.

5. Gullivan’s vehicle struck a
narked car on Highway 26
east of Beers Ave. He was
arrested for driving while
under the influence and was
jailed.
