W ith at least a dozen entries signed
up so fa r, and 50 expected in the next
month, the Sandy Mountain Festival
parade is shaping up to be one of the
highlights of the week-long event.
"M ountain F antasy” is the theme of
the parade w hich is being coordinated
through the Sandy C ivic Services. The
Mt. Hood Mudders w ill serve as official
parade marshalls.
H ig h lig h tin g the list of entries to date
is an airplane to be b u ilt by Warren
Decker of Sandy Travel sim ila r to the
plane on the com pany’s logo.
Parade participants are responsible
for th e ir own transportation, according
to the rules spelled out in the ap
plication form .
E n trie s advocating, opposing or
depicting any po litica l or social issues
are subject to approval of the parade
com m ittee.
No e n try fee w ill be charged for
parade units but each entry is
responsible for financing its unit.

Sandy City Manager Paul Helton said
a consolidated rate of $6.50 per $1,000
assessed valuation is anticipated fo r
the next fiscal year.
That fig u re includes the levy fo r the
established tax base of $11,142 at 35
cents per $1,000 and the debt retirem ent
o f bonds already approved by the
voters in the amount of $2.13 per $1,000.
Fiscal year 1977-78 had a tax rate of
$4.57 per $1,000 assessed valuation of
property because we were able to in
vest the construction funds derived
from the w ater bond issue and earn
$49,000 interest during the construction
period,” Helton said.
"T h is paid fo r better than half of the
interest requirem ent in fiscal year 1977-
78 on $82,485.”
The city manager said the city w ill
not have the interest earnings as an
offset in fiscal year 1978-79, "and we
also have the firs t p rincipal payment of
our 30-year loan, an additional $45,000.”
Helton said c ity taxpayers are now
paying fo r the $1.5 m illio n bond fo r the
expansion of the w ater system and the
$150,000 bond to buy the Community
Center.
Em ploye salaries increased an
average of 8.2 percent plus .2 percent in
benefits fo r a total of 8.4 percent
average in the proposed budget.

proval in the June 27 election w ill be Mt.
