gets public test
Clackamas County prepares five
for department SWAT unit
On TV they’ve been por
trayed as both the good guys
and the bad guys.

them. But on their own series,
they were knights in shining
armor, super cops with macho
mentality, there to protect and
defend
And now Clackamas County
Sheriff’s Department w ill have
its own Special Weapons and
Tactics (SWAT) team, fully
operational by mid-September,
according to Sheriff John
Renfro.
Five
m em bers of the
department w ill travel to
Quantico, Va., for special
training in weapons, tactics,
deployment in unusual c ir
cumstances
and
other
emergency police situations
that may arise.
The five men were selected
from a field of 21 volunteers on
the department to participate
in the Federal Bureau of
Investigations-run tra in in g
school. They w ill depart Sept.
11.
According to Renfro, the men
were selected on their ability to
think quickly and remain calm
during a crisis and not on how
strong an image they could
project.

on psychological evaluation,”

at the recent Clackamas
County Fair.

to work as a team rather than
any strong, rugged image.”
Renfro said there was a good
deal of time spent pouring over
the volunteers’ training records
before a decision was made.
Transportation and training
is provided by the federal
government, he added.
Why a SWAT team in
Clackamas County?
"W e’re simply preparing for
the eventuality that—although
we hope it never comes—we
know w ill arise. We want to be
prepared,” Renfro said.
“ We’ve had a couple of
situations in the past, and
projecting into the future, we
know we w ill have the need for
this type of service.”
Renfro cited the example of
an 18-year-old waitress kid
napped last August from an
Estacada restaurant. Although
the abductor fled after bringing
the woman to his home, Renfro
said the SWAT team would
have been needed if he had
stayed with the girl.
“ The hostage situation is our
prim ary concern. Then comes
any barricaded, armed in
dividual, the sniper and certain
forms of search and rescue.”
Team members also w ill be
trained in rappelling, swim
ming, mountain climbing and
night searches, Renfro said.
Team members include Lt.
Lloyd Ryan, team leader, and
deputies Donald Vicars, Neal
Butler, James Barnum and Jeff
LaMarche. They w ill train at
Quantico for a week and should
begin working as a SWAT unit
by Sept. 20.
They also w ill be available to
other jurisdictions and city
police departments, the sheriff
said.
"1 really hope we never have
to use the team,” Renfro said,
“ but that’s just not realistic.”

continue their regular duties
patrolling the county.
Committee to study
county space problems
The Clackamas County
Commissioners w ill appoint
during the first week of Sep
tember to analyze the county’s
current space problems.
The 15 member committee
w ill examine present county
fa c ilitie s
and
problems
inherent with lack of adequate
space to accommodate these
facilities, w ill discuss long
range plans including site
locations and w ill recommend
methods for resolution to the
board.
Ken Ricci, an architectural
consultant who has studied
county facilities as part of a 100
per cent federally funded
grant, w ill meet with the
committee during the week of
Sept. 19.
