it didn’t make them dislike

"We think people should have

The Careunit stresses the

"People can’t be a little bit
alcoholic just as they can’t be a
little bit pregnant.” Showell
said.
He pointed out that 50 per

“ It becomes a lethal com
bination. The withdrawl is
painful and it takes a long
tim e.”
Leahy said he's seeing more
and more young people in the
Careunit.
"The kids are knocking off
the street drugs because at
least with alcohol they know
what they're getting by reading
the label. With street drugs,
they just don’t know what
they’ve got," Leahy said.
Family therapy is stressed at
Careunit, the regional manager
said. ‘
"We call the wife or husband
the
co-alcoholic—essentially
they go through the same kind
of problems.” Showell said
"As the husband begins to give
up responsibilities—paying the
bills, earning the money— the
wife begins to take over the
responsibility.
"When the husband becomes
sober, the wife worries about
letting him take that respon
sibility back. One, because it’s
nice to be in control and, two,
they’re not sure he’s going to
stay sober ”

Power shortage may occur next year

A dry spell that has gripped Northwest
Oregon could lead to power shortages next
year if the spell continues, according to a
variety of sources contacted Tuesday.
“ Yes. we’re concerned about it,” said
M errill Schultz, director of the Northwest
Power Pool. "And we're keeping a close
watch on the situation ”
Schultz said if the dry spell continues for
two or more months it could lead to a
power shortage in the area, although he
pointed out there is no cause for alarm at
this time.
"The stream flows are down to a level
we re not happy w ith ," Schultz said. He
said the five-day forecast indicates that
the dry spell w ill continue for at least that
long and that other forecasts indicate the
pattern w ill continue through December.
However, Schultz said he could not
vouch for the accuracy of the long-term
forecasts.
The Northwest Power Pool w ill analyze
the weather situation in a couple of
months. Schultz said, and if conditions
warrant, may have to take prelim inary
steps to curtail a power shortage.
"In the Northwest, we’d be faced with
ra tio n in g of energy to avoid the
catosrophic situation of running out of
power storage If the situation got really
bad, we’d request the state to impose some
measures,” Schultz said

C liff Watkins, acting chief of the Power
Supply Branch of the Bonneville Power
Administration <BPA), said it is too early
to determine if thre w ill be power shor
tages.
However, he added that “ odds are we
w ill get enough precipitation to fill the
reservoirs.”
Watkins said the BP A does not have any
excess power at this time but the ad
m inistration is looking forward to an
average snowfall in December
Even if the dry spell continues, Watkins
said the BPA could meet its firm energy
demands
Much of the BPA water comes from the
Montana Rockies and Canada, and
although it has been dry there, Watkins
said it has not been as had as in North->
west Oregon.
Part ot the problem is that there has
been below average snowfall on Mt Hood
If this trend continues, there would be little
run-off in the spring and the reservoirs
would not fill, according to an Army Corps
of Engineers spokesman
" I f the trend continues, then it’s true
that we’ll be short of power next year," he
said.
Gordon Green, head of the Reservoir
Control Center of the Corps of Engineers,
said there is enough power for this year
but if the reservoirs don’t fill in the spring
that problems could develop next year.
" I t already appears that it's going to be

a less-tha tv normal year," Green said
Power shortages in the area in 1973 were
caused when nine out of ten months had
below normal precipitation. Green said, a
situation he does not anticiate this year
November is normally one of the highest
months for precipitation. However, Port
land International Airport reported
measurable precipitation was 77 inches,
the lowest it’s been for a Novemlier in
Portland since 1936, according to the
National Weather Service
Hie normal precipitation for the moqih
is 5.61 inches, the service said
Jerry Youngberg, a forecaster for the
National Weather Service, said a strong
high pressure ridge is forcing storms north
of the area.
"This is normally a summer pattern that
has slipped into the fall and early w inter,”
Youngberg said
The weather service is predicting t>elow
normal precipitation for at feast the first
two weeks of December
Although Portland rainfall may not be
an accurate gauge of precipitation in the
Northwest, it does indicate what the
pattern has been for the area.
Northwest Power Pool’s M errill Schultz
said the performance of alternate sources
of power — such as the Trojan Nuc lear
Power Plant — could determine the
severity of future power shortages.
" I f the performance of other power
plants is poor, it could aggravate the
situation,” Schultz said. "B ut if they
perform well, it could alleviate any
potential power problems ”
