Sept. 9. 1976 *8.6 million Pre-planning i funeral costi you nothing. budget slated for LCDC The Department of Land Conservation and Development was authorized by its Com mission i LCDC i to formally submit a budget that w ill provide $8 6 m illion to cities and counties during the 1977-79 biennium to complete their local comprehensive plans Department Director Harold E Brauner pointed out that the $« 6 million w ill substantially increase the level of assistance over the $4 4 m illion budgeted by the Legislature in 1975 Brauner said the 1977-79 budget request represents what is anticipated w ill be the peak in financial assistance required by local government, with grant assistance tapering off significantly in the 1979-81 biennium "T h e Departm ent is projecting that all 277ciliesand counties w ill have completed comprehensive plans that comply fully with the statewide goals and guidelines adopted in 1974 by mid year, 1980. This represents, on the average, an acceleration of four years over the time local governments w ould have required were it not for the LCDC grants,” Brauner said "Grants are funded by both the state and federal govern ment.” "1 would like to point out,” said Brauner, “ that this budget, if approved, w ill benefit local com m unities directly, both through the grants and with the added assistance the department w ill be able to provide Now that the form ative stage is past ir getting Oregon's nationally a cclaim ed com prehensive planning program under way. the fu ll resources of the Department and Commission can be directed at helping cities and counties The new budget provides that the staffing of LCDC w ill approximate the authorized level approved by the 1975 Legislature, projecting 47 full time positions. Even so, LC- DC's Department w ill remain one of the smallest depart ments in state government. And we aim to keep it that way." “ As a lot of local officials who have been asking for help know, we (the department) have been operating sub stantially below the authorized level with 30 or so people The budget w ill enable us to have 15 field representatives working directly with local government full tim e.” “ 1 believe that local gover nment is showing that it can. and is w illing to do the job of planning,” says Brauner, “ but it only stands to reason, with a large number of our cities being around 5.000 in population, that they need technical assistance as well as financial. The 1977-79 budget w ill enable LCDC to provide that help and work together. ” The full LCDC budget of $1 m illion is s till subject to ratification by the Commission and w ill receive final action by- no later than Oct. 8. Sandy and Cascade should contact M arga re t Locks high schools Some Gratton at 256-3430 LCDC chairman names task forces The newly elected chairman of the Land Conservation and Development Commission (LCDC), John Mosser, has appointed three task forces to advise the commission and the Joint Legislative Committee on Land Use A task force on 'co m munications w ill advise the commission on the clarity and style of its written com munications “ so the average citizen who has to read them can understand them.” said Mosser A second task force w ill advise the commission in the developnient of model or dinances addressing such subjects as zoning, sub divisions. urbanizing land and exceptions The third task force w ill ad vise the Joint Legislative Committee on Land Use on proposed changes in Oregon land use statutes and ad m inistrative changes in LCDC This task force w ill report directly to the Legislative Committee on Land Use for action as it sees fit.
