POST Thur»., Sept 11. 1975 (S«c 1 ) Timber provides cash Last Thursday, Aug 28. marked the 38th anniversary of the O&C (Oregon and California) Sustained Yield Act which has grown to become a particularly important piece of legislation to westeni Oregon and conservation in general B.T Vladimiroff. Bureau of Land M anagem ent Salem District, noted today that the O&C Act marked the beginning of multiple use management and sustained yield timber production on federal lands “ It came at a tim e,” he said "when it was badly needed, as the growth of western Oregon depended on the future stability of its forest land.” BLM is charged with the responsibility of carrying out the provisions of the act In 1866 Congress passed a law w hereby the Oregon and California Railroad Company would be given all odd num bered sections, non-mineral in c h a ra c te r, along a strip p a ra lle lin g the ra ilro a d rightway This swath of grants through western Oregon en compassed m ore than 3.7 million acres. Stipulations pertaining to these grants were violated and in 1916 Congress revested the land to the United States. When the 1937 O&C Sustained Yield Act was passed it was not expected to pay large dividends to the U S. Treasury so much as it was destined to protect dependent com m unities by assuring a permanent supply of forest resources. Also, it was destined to be a model in multiple use management and sustained y ie ld tim b e r production for the p riv a te owners of intermingled lands to follow. Under the act, the counties in which O&C lands are located receive 75 per cent of the receipts from the lease and sale of resources to offset the counties’ loss of taxes because the O&C lands were once in private ownership In 1952 the 18 O&C counties agreed that BLM be authorized to use 25 per cent of these funds for road construction, reforestation, and other forest im provem ent activities in the O&C counties so that the full sustained yield tim b e r harvest m ight be maintained The record of the sale of forest products was so very poor in the 1930’s and the outstanding debts so large that the receipts formula of the 1937 A ct did not appeal to the counties.
