I POST Thur«., Jan 9. 1975 (Sec. 1) Citizen participation keys good land use planning goals for statewide land use planning signalled another step toward preservation of what has become known as the Oregon way of life. H ie list of 14 goals, adopted by the Land Conservation and Developm ent Commission (LCDC), is intended to guide units of local governm ent during the next 12 months as cities, counties and special districts establish coordinated long-range rules for land use within their jurisdictions Although an estimated 10,000 O rego n ian s c o n trib u te d directly to establishment of those goals, local government implementation by Jan. 1, 1970 likely will involve many times that number. And if that next step does attract the amount of citizen participation anticipated, it will be the major ingredient in reform of Oregon's planning process, according to L.B. Day, form er director of the Department of Environmental Quality who heads the LCDC. A Teamster Union official and former lawmaker, Day states flatly the major reason for 1973 legislation (Senate Bill 100) establishing the LCDC and mandating statewide goals for local planning was to get the people back into the p la n n in g process There is little argum ent today that the LCDC succeeded in a ttra c tin g citizen p a r ticipation in taking its first step. A total of some 130 meetings were conducted between April and December i last year, attracting comment during 00 workshops, 17 public p bearings and 47 other com mission gatherings in virtually every corner of the state. " It is apparent we all realize the land cannot provide everything the human spirit desires,” Day said — adding that establishment of planning goals now provides a I Farm statistics updated The 1974 Census of Agriculture being conducted by the Bureau of the Census w ill bring up to date fa rm statistics collected for the year 190» when the last fa rm census was taken. The 1999 census counted 2,901 farm s in Clackam as County; 1,153 reported selling 92,300 or m ore of agricultural products, and 197 reported sales of 940,000 or m ore. T h e m a rk e t value of a ll agricultural products sold amounted to 992,999,000, an a v e n g e of 911,719 p a r farm . Clayton W ills, county ex tension a g e n t, says th a t cooperation from every fa rm facilities and services, tran ’’ test Oregon venture has beer, sportation, energy con haned as the most com servation and urbanization prehensive planning project Units of local government are undertaken among the 50 receiving copies of the goals, states Only V erm ont has bolstered by guideline enacted a plan approaching the examples designed to clarify thoroughness of this state's the 14 major points Staff of the project. And it is under attack state Land Conservation and according to Day, because it Development Department also lacks statutory citisen in is draftin g inform ation in volvem ent to the extent tended to assist local govern required here ments in attracting people to Achievement of an orderly participate in their revision of process regulating use of the present plans or establishment land in Oregon is another of plans where none now exist. example of the time required Unique in may ways, this between inception of an idea and its realization through the legislative process OiM -going Gov Tom McCall told a news reporter the most valued birthday gift the 1M» Legislature could give him was a statewide land uae bill law m akers that year fulfilled the M c C a ll wish but the measure accomplished little more than drawing attention to the problem and providing the state with an inventory of planning work a lre a d y ac complished by local govern ments. Under its provisions each county was required to tervene if a county failed to achieve its goal That power was never exercized however and it wasn’t until 1S73 that a stronger bill was enacted That law called for creation of both the LCDC and its companion line departm en t within the Executive Branch, And it also established a per- m anent Joint le g is la tiv e oversight committee to make certain intentions of founding lawmakers were tgiheld and to Together, the E xecutive D epartm ent and leg islative “oversight" committee will be working diligently during the 1975 session beginning this month to provide funds with which local governments can undertake their part of the job Coat of local implementation in the next biennium is ex petted to be in the neigh borhood of 90 million or more At least half of that amount would be earmarked for grants to local governments No one is willing to fix a long range price tag on the planning project. But as Day maintains, the ultimate cost Is probably im material at this point when one considers what Is at stake “We all know also," he said, "that the costs of government rise proportionately with the decline in citixen in volvement." So perhaps the real cost of land use planning in Oregon for the next few years should be measured by the amount of time and interest provided by its citizens.
