Sandy city councilmen will be among the more than 1,500 persons expected to attend. Guest speakers will include Gov. Tom McCall and Sen. M ark O. Hatfield who will address convention luncheons on Monday and Tuesday Special workshops are scheduled during the con vention on requirements for local citizen participation in planning for land use, tran sportation systems and law enforcement, and on recent developments in personnel administration, including the F a ir Labor Standards Act and pending federal legislation on national health insurance and public employe collective bargaining. Section meetings will be held for mayors, planning com mission mem bers, city m anagers, c ity attorneys, finance officers, police chiefs, fire chiefs, municipal judges, building officials, parks and recreation officials and librarians.
