This closure makes it unlawful to smoke while working or traveling through this area, except while inside an enclosed vehicle that is equipped with an ashtray Also 4his closure prohibits all campfires, except at certain well established and safe campgrounds This w ill lim it fires to maintained parks This closure is deemed necessary because of the very dry spring and early summer and the recent hot weather that is causing rapid drying of the forest fuels Although this closure dota not stop the use of the forest areas, D is tric t Forester Chan Bunke asks the general public to -tay out of the high hazard areas, that is, areas of logging slash, forest thinning, scarification, ets Another caution extended by Bunke is directed to operators of vehicles in the forested areas. The law states that all internal combustion engines must be equipped with an adequate m uffle r, while operated on public roads And they mu?' be equipped with approved spark arresters while being operated off public roads. This law is particularly aimed at the use of motorcycles in the forested areas during the closed fire season Bunke also wants to caution landowners and residents as to the liability they incur through the use of fire for any purpose Basically, the Oregon Forest Laws state that anyone who uses fire for any purpose must first secure a permit and abide by its terms And secondly, this fire user becomes liable for the costs of controlling and ex­ tinguishing any fire that escapes the intended burning area Bunke feels that all people would be much more careful in the use of fire if they were aware of their liability and the costs and penalties they are subject to.
