H ood Playground Vol. 33 Single Copy 10c SANDY, OREGON, THURSDAY, MAY 27, 1971 two sections No. 21 House bill slashes Tri-Met area Rural areas of Multnomah, Clackamas and Washington counties would be removed from Tri-M et’s District and therefore its payroll tax, under a bill approved. 8 to 4, Friday by the House State and Federal Affairs Committee. The Sandy-Hoodland and Boring areas would be in those rural areas to be dropped from the Tri-Met District. Tri-Met officials had objected to a reduction in the district, saying they could lose federal funds. Rep. Jack Anunsen, R- Salem, said com m ittee chairman Roger Martin, R- Lake Oswego, checked with the U.S. Departm ent of T ra n sportation and Rep. Wendell Wyatt. R-Ore., and decided the claim was "inaccurate.” The bill also says that an employer whose payroll is less than $4,000 a year, or whose tax is less than $10, shall be exempt from the tax. Insurance companies and financial institutions would pay the tax under amendments approved by the committee. This is the second time this month that the budget has been submitted to the local voters. Also councilman James Duff questioned the original ruling by the city giving Stewart the building p e rm it fo r the building presently on the property. The council refered the Stewart request back to the planning commission which met last night but adjourned too late for press time. The problems over this hearing led the council members to the belief that a need is there for better com m unications between them selves and the planning com mission . Councilman Duff stated a need for a member of the planning commission to be present at all council meetings to give reports in depth on what the planning commission has decided, ra th e r than just supplying the council w ith minutes from the meeting Duff stated that “ the lack of communications between the two city bodies has caused a lot of hard feelings in this com munity because people get told one thing by the planning commission and another thing by the city council.” Once the person get the two different views he often then in the past has felt he can go ahead and do something else "This has got to stop, its the city's fault and we had better start abiding by the rules,” said Duff All the councilmen agreed lessons at the school and was conducted with the help of the Forestry Service. In discussion concerning the sign ordinance in Sandy it was moved by D uff that a moratorium on all new signs in Sandy be called until the new ordinance is completed. The motion was passed by the council. The reason for the motion stemed from the recent placing of several directional signs in the city Several councilmen voiced the opinion that they felt one or two of them might be in violation of the present sign ordinance. The council also passed a motion to instruct the city engineer when he plans the proposed c ity parkin g lot located on Shelley St. and Main St. that plans include shrubs and other beautification ideas The council is requesting that the state highway commission meet with them and discuss the completion of Procter St. as soon as possible. Mountain planning groups set meetings Two planning meetings are planned for the Hoodland area next week. The Hoodland Planning Group w ill hold their meeting on June 2 at 7:30 p.m. at Bowman’s and the Rhododendron Improvement Club w ill hold th e ir next meeting on June 5 at the Women's Club building at Welches at 2:30 p m.
