Have you ever wondered
what the vote to exceed the 6
per cent lim itation means?
This is a term that confuses
many voters. The first thing
that voters in Welches School
Dist No. 13 should understand
is that so far as they are con
cerned it doesn't even apply,
even though we are required by
law to use the term because it
does apply in districts having a
tax base.
Some districts have by a vote
of the people established a tax
base. This base is an “ X "
amount of dollars to operate
their schools. These districts
are guaranteed this amount of
money, plus 6 per cent if needed
to operate their schools without
any vote from the epople.
These districts do not need to
vote school budgets unless they
find that they need more than
the base, plus 6 per cent—then
the people vote only on the
amount that is beyond the base
plus 6 per cent hence the bulk of
the budget is still intact.
This is not the case at
Welches since lik e most
districts, we have no tax base
or guaranteed amount to
operate our school. Therefore,
our entire operational budget is
at stake If our budget fails wc
have nothing upon which to
operate so far as the local levy
is concerned
So remember, do not let the 6
per cent limitation confuse you
in that it does not apply to the
m ountain d is tric t. Welches
School is not exceeding any 6
per cent limitation in that we
have no guaranteed amount to
operate our school The entire
local levy is needed. Its either
all or nothing.
