Loving Care for the The 1963 Legislature granted police officers authority to arrest or cite motorists after they have personally Investigated and have reasonable grounds to believe the motorist has committed a traffic violation. This action closed an enforcement “loophole” which has long plagued Oregon traffic of- flclals. The “reasonable grounds” law applies in two situations. In one situation the police officer may arrest a driver without a warrant and without having witnessed the violation when a “major traffic offense” has been committed and the officer has reasonable cause for believing the person arrested to have committed It. Reckless driving, driving under the influ ence of alcohols or drugs, failure to perform the duties of a driver involved in an accident, operat ing a vehicle without a license, and attempting to elude a police officer are “major traffic offenses.” The law also has been changed to increase a police officer’s au thority in another situation. When the officer at the scene of a traf fic accident has reasonable grounds to believe that the driver of a vehicle involved in the ac cident has, in connection with the accident, committed a traffic viol ation the officer may issue a citation without making an arrest.
