The High way Interim Committee devote« Itself mostly to statutory revisions and consideration of new Statutes. It does not delve into policy mat ters which are the responsibility of the Oregon State Highway Com mission. The Interim Committee has un der consideration Statutes relating to Illegal billboard removal, del egation of additional authority to Cities and Counties for regulation of safety devices, statutory author ization of the Highway Commission to acquire suitable alternate pro perties for public utilities where needed, and many others. New safety Statutes have come up for special consideration. In cluded among them are new speed maximums and the controversial "Implied Consent Provision’’. The latter would provied, in case of arrest only, and suspicion of intoxication, the arbitrary and ac curate breath test to determine the alcohol blood content of the sus pect. • * * On the dates of July 13-15, I was a member of a party of 30 which inspected 1000 miles of Ore gon’s excellent highways. The group looked over current and very difficult construction on High way 30 between Portland and As toria, progress of construction of the problematical Astoria bridge across the Columbia, and progress of Improvements on Highway 101 from Astoria to the California border. From the border we traveled to Grants Pass and Medford with a careful look at major construc tion of Interstate 5, south of Ash land. From Medford we toured to Diamond lake and the North Umpqua Improvement from Dia mond lake to Roseberg, nearing completion. During the last Legislative Ses sion we heard numerous and con stant complaints about the poor condition of Coastal Highway 101. I have concluded that the Com mission has, however, devoted a lot of effort to substantial im provement on 101, with more to come. I see little reason for com plaint. New Construction from Ashland to the California border description. This is a fantastic and costly project. The new Pass over the Sisklyous will be 200 feet lower. Diffie It construction on south side, near ‘.he border, will cost 2 million dol. ars per mile.
