This group of seven senators and seven representatives has the difficult task of reviewing, analyzing, controlling and — frequently trimming a 11 budget requests. And this year, the more mon ey that can justifiably be cut from the state's 1963-65 bud get, the easier will be the tax bite on its citizens. Committee Chairmen Two Multnomah County Democrats, Senator Ward Cook and Representative Ross Morgan, serve as Ways and Means Committee chairmen. Biggest problem, they say, is in the increased needs for high er education. Another problem stems from Governor Hatfield's proposed budget, which they term "mis leading.” They explained that, although the budget calls for $405 mil lion in expenditures, it pro vides for only $398 million in anticipated revenue. "This gives us a $7 mil lion shortage to begin with,” Morgan complained. They also cited the "tremen dous request” by the Governor and the State Board of High er Education for $47 million in building — to be financed by bonding, which they say is not included in the $405 million budget. Both men predicted no cuts in Oregon’s present basic school support. Budget-cut Explained They mentioned that the pub lic often misunderstands the true picture of a budget-cut, emphasizing that even though a current request may be slashed sharply, it still may end up larger — after trim ming — than it was for the same department for the last biennium. “It’s just that the requests often are much larger,” Cook pointed out. Burnside, Portland AAii T Educational Problem Much of Oregon’s higher ed ucation problem has resulted from the rapid rise in enroll ments, bolstered by an ex tremely high percentage of out- of-state students. "We’ve taken on many of California's surplus students.” Morgan said, pointing out that Oregon's entrance require ments and tuition fees are low er "Out - of ■ staters con stitute 30 per cent of the freshman classes at Oregon and Oregon State." Sen. Cook was severely crit ical of the State Board of High er Education and the Chancel lor over their recent proposal to raise out of • state student entrance requirements to a 2.75 (B-minus) average. "They know their suggestion doesn’t go far enough in solv ing the over all problem,” he said. "What they're doing is putting the Ways and Means Committee on the spot, with out presenting a true solution to their own problem. They know it, and we know it.” Both men emphasized that few cuts, if any, are possible in the welfare budget, because Oregon will receive less in Fed eral matching funds than an ticipated in the Governor’s budget. These funds are deter mined by Oregon's economy. Latest figures, released after the budget was submitted, show a rise in this area, based on increases in average income figures. "At any rate, we don’t intend to play politics with Oregon's budget,” Cook emphasized. "By making systematic cuts in all departments, and care- fully scrutinizing even the ‘ded- icated’ budgets, such as Fish, Game and Highways,” Cook MAKE LAP ROBES The Orient Rest Home resi dents received lap robes re cently from the 12 members of Girl Scout Troop 778.
