Help Wanted
We read an article the other day
which compared the “snail’s pace” Ore
gon legislature to that in Washington
which “got the job done much faster.”
The author must not have done his
home work.
In the first place, there’s real doubt
that the Washington state legislature
ever does get much done. Just look at
the financial condition of our neighbor
to the north.
And in the second place, the Washing
ton legislators are no supermen, getting
the job done in half the time.
Sure, the legislative session does last
just GO days per the state constitution.
But just as sure as the legislators come
to Olympia, they end up with a special
session.
it again last Eriday, for the
Sth time in the last 9 legislative years.
Only in 1957 did the legislators finish up
on time and if memory serves correctly,
they did it that time by “stopping the
clock” and going on for some days to
wind up their business.
Washington state legislators have
come to count upon a special session.
They leave important measures hanging
fire every time and finish them up dur
ing the extra session. This year, the
two notable omissions were an appro
priation bill and one for legislative re
districting.
The pace in Salem may be slower but,
we’re sure, much less hectic. A synthetic
60-day session, like that in Washington,
would be completely meaningless. Apd
in the final analysis, accomplishment—
not time spent—is what counts.
‘Life’ Should Mean ‘Life’
The cause of those seeking abolition
of the death penalty here in Oregon was
not helped by a decision last week in
San Jose.
A jury there sentenced Dr. Geza De
kaplany to life imprisonment for the acid
torture murder of his wife. But in Cali-
forniti, as in Oregon, this means seven
years. At least, he will be eligible for
parole
Th.'
Dekaplany was a
particularly revolting thing. She was
stripped, tied and then acid poured over
her body. Some 33 days later she died.
Dekaplany had suspected his wife of be
ing unfaithful.
For this, he gets seven years.
Here in Oregon, capital punishment is,
of course, a part of the state's constitu-
tiou and can be removed only after
legislative action and (b) a vote of
people.
Several different bills have been In-
troduced in the legislature to do away
with the death penalty. Gov. Mark Hat
field is numbered among their support
ers.
But the specter of persons like Deka
plany serving only seven years may be
a powerful argument for retention of the
death penalty. A measure by Sen. Don
Willner (D) of Portland would set 15
years as the minimum sentence for first-
degree murder.
Another measure, submitted by Sen.
Thomas R. Mahoney (D), also of Port-
land, would substitute life imprisonment
for the death penalty but his bill would
mean “life.” No parole would be possible.
Mahoney’s measure might be approved
by the voters. We feel that most people
(despite the recent Journal poll) don’t
believe in capital punishment and would
gladly see it go if a life sentence indeed
meant “life.”
And not seven years.
Father, Son
Take Medals
Sandy's Hal Dyal placed
third in the high school wrest
ling meet at Corvallis last Sat
urday and was awarded a
bronze medal On the same day
his father, Bill Dyal. placed
second in heavyweight wrest
ling at the AAU open meet
which was also held in Corval
lis. He was awarded a silver
medal.
Other wrestlers from Sandy
high taking part in the meet
were Vie Byrd and Cal MeKin-
nis.
Participants from the entire
state were competing in the
high school event for a chance
to go to a 10-day summer train-
ing session at Corvallis Hal
Dyal. as one of the top three
winners Saturday, will
this opportunity. Those who
come out on top at the training
session will go to Japan for a
month s tour of wrestling the
Japanese high school boys in
their weight class.
