Rowell, agricultural develop ment chief of the state de partment of agriculture, upon his return from Washington. Dugdale represents the Pacific Northwest on the national ad visory committee. “Top priority" is the high est recommendation the com mittee can grant, but Dugdale emphasizes expanded re search depends upon USDA's adoption of the t ecommenda- tion and allocation ol funds for the work. High school pupils in Oregon exceed the educational attain ment achieved by pupils throughout the nation as a whole in all eight learning areas of the Iowa battery, ac cording to the Science Ke search Associates of Chicago, witli whom tile State Depart ment of Education contracted to summarize the tests taken in Oregon. Within Oregon, students at tending the larger schools showed mort* rapid learning ] rogress than did students in the smaller schools. Oregon ninth-grade students enrolled in schools of 1,000 or more students were about one-half year above students enrolled in schools with 150 or less an educational achievement. At the eleventh-grade level the difference was even greater with students in the larger schools being a little over a year ahead of students in the small schools. Although Oregon students, the Department of Education Staff indicated, out perform students of tlie national In gen eral, tlie tests measure only knowledge and the academic areas of the curriculum. Per formance in these areas is of primary concern to the school tint there are other important factors in the overall educa tion of tlie student, which the Iowa test does not measure, such as creativity, mental and physical health, moral and ethical values, vocational skills, and personal conduct.
