Fish Viewer Set For Rogue A fish viewing chamber, long in the planning stage, w ill finally become a reality at the Gold Ray dam on the Rogue River near Gold H ill. It w ill enable the Game Commission to make absolute counts of the salmon and steelhead which moves into the upriver spawning areas. A call fo r construction bids was recently advertised, with the bids scheduled to be opened on August 15. The viewing chamber w ill be a p a rtia lly submerged structure w it h a window through which passing fish may be observed. The counting station and adjacent concrete trap w ill be built into the existing fish ladder at Gold Ray. Senator Mark O. H atfield a n ­ nounced th at he w ill appoint a U. S, C apitol P olicem an for the duration of the 90th Congress. The Senator has appointed two p o licem en in the p a s t , Frank C arpenter of Y achats and Stan Bunn of Dayton. Both of these young m en have done an e x ­ c e lle n t job. The Senator is asking th at each county ch airm an subm it the nam es of any young m an who m ig h t be qu alified for and b en efit from the program. The appointm ent would extend for a one year period. The appointee m ust be a t least 21 years of age, a citizen of the U nited States, of good physical h ealth and vigor, and be a t least sixty-seven in ­ ches in height. In an 8 1, 2 month period studied, the department told the Oregon Traffic Safety Commis­ sion on Tuesday that it pin­ pointed 84 persons who to­ gether have accumulated 108 driving while under the influ­ ence convictions on their total Oregon driving records. These are individuals with four or more convictions on the charge. In addition, the department said there were 219 drivers during this time found guilty of their thirddrunkdrivingcon­ viction. "T h is information, coupled with information concerning the extent of intoxication present in drivers k'lled in traffic d u r­ ing 1967, leads to the conclu­ sion that the problem drinker, not just the social drinker, may be a major factor in Oregon’s tra ffic accident picture,” the department noted. Statistics concerning driver Victims reveal that 114, or 57 per cent of the 200 drivers tested had alcohol in the blood at the time of their deaths. (There were 333 victim s iden­ tified as drivers in the study.) Differences in compiling data made it impossible to include Multnomah county in a break­ down concerning the extent of alcohol in the blood, but for the rest of the state 47.2 per cent of the deceased drivers who were tested (169) had readings at or above .10 of one per cent, the le v e l at which medical authorities say an individual is "under the influence.” In fact, 24.8 per cent of the drivers tested had levels of .20 or m ore, a level at which most authorities a g re e the typical social drinker would lie "under the table.” In a report to Governor Torn McCall, the department said it believes there should be a law requiring alcoholics to be re­ ported to medical authorities and the Department of Motor Vehicles, and that a new ap­ proach In handling licensing problems of these individuals needs to be studied. “ Repeated fines, ja il sen­ tences and license suspensions alone appear to be ineffective in c o n t r o l l i n g these drivers since many continue to drive and continue to drink while driving, witli or without a license,” the report noted.
