The chairman urges pro
ducers to make sure that all
details fo r the 1967 sales are
completed by the end of the year.
This includes passing title to
the buyer, delivering the wool
o r mohair to the buyer either
physically o r through docu
ments (such as warehouse re
ceipts o r b ills of lading) trans
fe rrin g control to the buyer,
and having available a ll the in
formation needed to determine
the buyer’ s total purchase
price.
Applications fo r the 1967
marketing year paymentsunder
the National Wool Act may be
filed with the ASCS county of
fice at any time, and the chair
man advises that this be done as
soon as possible. Incentive pay
ments under the wool program
are based on the average na
tional price fo r marketings dur
ing the whole year, and this
can be determined more exactly
if repo, ts on marketings are
complete. ASCS therefore is
urging that a ll 1967-year appli
cations be filed before Jan. 31,

Wool Marketing
Ends This Month
Growers were reminded this
week that the 1967 marketing
year under the wool and mo
hair program ends Dec. 31.
W illiam V. Crook, chairman
of the A gricultural Stabilization
and Conservation County Com
mittee, explains that this means
that payments fo r the current
1967 year w ill depend on com
pleting a ll details of marketing
either wool, mohair, or lambs,
by that date. Marketings com
pleted after Dec. 31 w ill become
marketings in the 1968 market
ing year, and thus not eligible
Congressman John Dellen
back introduced
legislation
Monday which wouid assure
continued stewardship by State
agencies over fish and game
on Federal lands.
"H isto rica lly, the ownership
of fish and game has been
separated from ownership of
land," Dellenback said. "F ish
and w ildlife have been held in
trust fo r the people of each
State by the Individual States
through their official agen
cies,” he added. As a member
of the Merchant Marine and
Fisheries Committee, w h ic h
would consider this B ill, he
explained that his legislation
prim ary authority of the State
to control, regulate and manage
fish and w ildlife within their
te rrito ria l boundaries._______
The Oregon Congressman
commented that there had been
regulations Issued by the De
partment of the Interior which
state that the Federal Govern
ment has the right to control,
regulate and manage Federal
lands acquired o r reserved fo r
Federal purposes. "Statements
of Secretary Udall indicate a
desire by the Department of
the In te rio r to assert more
complete jurisdiction o v e r
w ildlife on Federal lands, thus
jeopardizing the Federal Con
servation programs of th e
states," Dellenback said.
Dellenback noted that h is
B ill is not in conflict with the
Federal Government’ s right to
exclusive jurisdiction of spe
cific fish and game covered
in international treaties o r ce
ded by the Government to the
states, such as the agreement
of the State of Oregon regarding
jurisdiction of fish and game
in C rater Lake National Park.
