Insurance Against Drowning By LANS LENEVE Juet recently various news paper published the Oregon State M arine Board rules gov erning safety In the operation of motor boat». The Board s tre s s e d various fa c t» compiled by them that would In sure the safety of the opera tors of motor boat». But, strange to say, they left out the most Important device In volved— and, one that seldom Is employed in boating--that is Insurance against drowning while engaged In operating mo tor boats In the waters of this state (and all other states). What we have reference to is the wearing of life-jackets at all times while boating. To do so Is almost absolute Insurance against drowning. ISSUES OF THE A M EN D M EN T DUE The existing law states plain ly that all occupants of motor pleasure craft be equipped with Ufe-Jackets. This law should be amended to the extent that A L L OCCUPANTS of such craft MUST WEAR such life saving devices at all Umes while engaged in boating upon ail waters of this state. AN EXAMPLE Just a short tim e ago, a boat capsized that contained six persons— flve youngsters and an adult. The kids were all wearing life preservers and all were saved. The 3 5 -y e a r- old pilot of the boat drowned In the mishap; he wore no life saving device. Thirty drowning occurred In Oregon l a s t year a m o n g persons of all ages— all of whom w ere engaged In boating. Every last one of them drowned as a result of not being equip ped with life -ja ck ets. It Is a profound m ystery to this scribe why, in citing theprecautlonary measures that should be em ployed In safe boating, the M a r ine Board falls to cite that persons engaged In motorboat ing should at all times w ear life -ja ck ets. It would serve to eave hundreds of lives each year throughout the coun try . 3 THE ZERO HOUR There is bound to occur In the lives of many boatmen— the zero hour— the occasion when disaster strikes: the boat over turns; a passenger falls over board; a boat becomes stranded In the hlgh-seas. It Is then that life -p re s e rv e rs prove th eir worth, and especially so when being worn by the occigiants of the cra ft. L ife -p rese rv er c u s h io n s , Jackets and other devices, pro vide good seating fo r the oc cupants of pleasure craft, but many times prove absolutely worthless to the occigiants of a boat when the vessel suddenly capsizes, o r a passenger Is dislodged by rough water and plunges overboard. W earing a life -ja c k e t at such a tim e in sures the safety of the victim ; without such an aid, he usually perishes. This scribe Is all for a re vision of the boating rules In regard to life-jackets. He Is not too proud tn his ability to swim and not too fearful of being called a sissy to w ear a life -ja ck et at all times w hile cruising the waters in quest of trout and other game fish. I p refe r to being re garded as a sissy to that of being a "dead duck.” Wearing a life -ja ck et I n - ’ sures a boater’s safety at all times . . . better be safe than so rry. Not wearing a life Jac ket is not unlike driving down the left lane of a highway. In both cases, you may get bywlth It fo r a, tim e, but the law of averages ts against your sur vival in either case . . . fo r you are eventually headed fo r disaster. The Senate Ethics Committee recently voted to recommend censure of Sen. Thomas J. Dodd (D-Conn.) f o r having used $M 6,000 of funds that had been solicited solely fo r campaign purposes, for his personal use. He took that big a bite out of the $450,000 total sum that had been raised In his behalf during the past five years. Just what would be the num ber of years meted out In the form of a prison sentence to a bank robber found guilty of ob taining that same amount of money at the point of a gun? He would no doubt receive a stiff sentence. But a U. S. Senator— a representative of the people— m erely gets a slap on the w ris t when found guilty of robbing his fellow men. P e r sonally, we have fa r more re spect to r the bank robber than we do to r the Senator. At least the robber has the guts to show fo r his committed deed. It must be remembered that Sen. Dodd Is the Jasper who sponsored the a n tl-flrearm s b ill. If his b ill Is enacted and becomes a law , It w ill serve as the firs t step toward the u lti mate disarming of the citizens of this country. . . to r that is the aim of the b ill. No wonder Dodd Is responsible to r Intro ducing It In the Senate and working earnestly fo r Its pass age. N aturally, anyone having committed a "ro b bery” that Involved the huge sum that the Senator from Connecticut a l legedly got away with, would feel much safer with firea rm s entirely out of circulation. That ts, with the exception of those FO O TBALL FATAL If you want to liv e danger ously, play tootball. The eport appears to be more dangerous than shooting. A five-y ea r study by T ra v e le r's Insurar~e Co. shows 777 hunting claim s, as compared to over 4,000 football claim s. In fact, shooting rank ed last among the eight m ajor causes of accidental deaths In 1964. F ire a rm s accounted to r 2,400 of the 105,000 fatalities. WANDERING STRANGERS Every now and then some animal or bird w ill show up in some locality where they have never been seen before; in fact, never known to have existed there since the beginning of tim e. Many of them, when Iden tified, w ill be found wandering hundreds of miles from th eir natural habitats that exist fa r across the country from where they have seemingly migrated In order to take up their abode in new te rrito ry . Recently an arm adillo was killed In western Illin o is, 20 miles north of St. Louis— about 600 m iles northeast of where the little armored c r i t t e r should have been. At about the same tim e, a badger was killed In Rensselaer County, New York. Another badger was taken In Jefferson County In that same state by a trapper. Badgers belong on plains and p rairie s. S e v e ra l y e a rs ago a wolverine was shot in eastern Iowa that had absolutely nothing In common with northern w il derness. To many, the appearance of such animals t h a t have ap parently strayed so fa r from th eir natural habitats presents a profound mystery. However, man is at the bottom of this In one way o r another; they have either been released by man or have escaped from him . However, artlc owls and the African cattle egrets are ex ceptions; neither such birds having been Introduced to o r escaped from captivity. The fo rm e r every few years, when ' th eir prey species hit a cyclic low, d rift lntp the northern Uni ted States. The egret appeared in South Am erica between the World W ars, and e l th e r w an- , dered o r was blown across the South Atlantic to the West In dies and F lo rid a, where It set up housekeeping In 1952. This African bird has been seen as fa r north as Maine and as fa r west as Minnesota and Kansas, and is still expanding Its range. W . H . ( B ill) Kosesan, plant of fic ia l w ith the Oregon Depart ment o f Agriculture, this week issued this warning to a ll Oregon residents a n d p articu larly to landscapers. Kosesan said pine shoot moth survey crews of his departm ent and the Oregon Forestry Depart m ent discovered infestations of European p in e shoot m oth in residential plantings this spring. They were t r a c e d to stock brought into Oregon in violation of the Oregon European pine shoot moth quarantine. He said one infestation was in Tanyosho pines brought into Portland about last Decem ber 1 from a Seattle nursery on an un o ffic ia l fum igation report issued by a Seattle fum igation com pany. A ll pines in this land scaper's holding area, as w e ll as in nearby home plantings, were fum igated im m e d ia tely.
