"The Port Orford Harbor Pro­
ject was authorized in the Om­
nibus River and Harbor Act of
1965. The projectcalls for a 550
footextension ol the breakwater

Local people in Port Orford,
without the assistance of any
agency of government, invested
almost half a m illion dollars to
cre jte a fine harbor and safe
refuge |K>rt. They constructed

and built docks. The docks were
destroyed by storms and rebuilt
four times. Such initiative calls
for Federal assistance on this
harbor project.
Despite the absence of a bud-
