In seeking approval of funds for the local breakwater Morse said: "The Port Orford Harbor Pro ject was authorized in the Om nibus River and Harbor Act of 1965. The projectcalls for a 550 footextension ol the breakwater which was b u i l t years a g o through local initiative. Local people in Port Orford, without the assistance of any agency of government, invested almost half a m illion dollars to cre jte a fine harbor and safe refuge |K>rt. They constructed dieir own breakwater project and built docks. The docks were destroyed by storms and rebuilt four times. Such initiative calls for Federal assistance on this harbor project. Despite the absence of a bud- g e t request f o r fiscal 1967, Congress appro|KiatedS350,lMX) for the Port of Port Orford pro ject din ing that fiscal year.
