Cutter Lawmakers Face Expectation Of Property Tax Relief This waning year of Inten sified popular demand for tax reform promises to haunt the 1967 session of the Oregon leg islature, which commences J in . 9. Demand for overhaul of our state’s tax structure has ap peared chiefly in the form of property tax reduction pro posals. Most notable among these was the 1 1/2% property tax lim itation measure pro posed, f o r t h * November bal lo t— tne'Órégón Súpleme Court killed ’H on ground^ -of Insuf ficient signatures, bof the senti ment behind it. is fa r from dead. Admittedly, property taxes in Oregon a rk too high, dispropor tionately high. Gaining one of the finest educational systems In th^ jf/ilted States, one which now dpp^umes (w o-thirds of all local t?x revenues, has been a m ajor tactor In the steady rise of property taxes. Property owners cannot be blamed fo r wan ting to shift some of thehr inequitable burden. But, It ls g en erh liy agreed, there must Be better ways than that ventuaed.by the 1 1/2% lid p ro - pohedU, and dur elected law makers now find lflm p e ra tlv e to find them. Interestingly enough, Oregon has 7|bltA‘ ebough revenue to op erate' at existing state levels, but not enough to meet rising property tax reduction de mands. In the current biennium, state direct property tax re lie f amounted to 231.» m illion In state general funds. Governor eld’s recommended budget earm arks 220 ------, — direct property tax r e t ó ; It also provides for$178 p er tensus child lnbaslc school suppprt (up from $160), ln - c r dased aid to community co l- leges and Increased shares of gasoline tax revenue to cities and counties— all Indirect re lie f measures which shift the load from local property tax payers. In addition, general fund sur pluses at the end of each fis cal year are to continue to apply to direct re lie f, as per the de cision of the 1965 legislature. And Oregon’s new cigarette tax is expected to raise 26.9 m illion for direct property tax re lie f In the next two years. But much more must be forth coming. Thus we hear proposed a variety of new or Increased taxes tied to property tax re lie f. These Include an Oregon sales tax, and plans to Increase Income taxes or broaden the Income tax b a s e — bringing more people Into the tax-paying p icture., . • Other lawmakers propose putting a variety of alternative measures to a vote of the people, cutting what they term excessive spending, elim inating some existing property tax ex emptions or providing more state aid to local government. Debate probably w ill boll down to the re la tiv e m erits of a* sales t a x o r h r o a d e n ln g O r e - gon*i Income tax base; answers may be decided by the legis la tu re , or one or both may evolvg into statewide ballot meastfres. At any rate, It Is cle ar that tax reform w ill be the number one concern of the 54th legis lative assembly.
