ANGLING REPORT Several schools of large Chin ook are working off the mouth of the Rogue River providing anglers with fa ir to good catches. Limits are rare but the size of the fish makes up for the lack of numbers. A 52-pounder was brought in on Monday. Fishing in the Rogue River bay is spotty. Salmon appear to be abundant but are not biting readily. Catches include a large number of jacks. Summer steelhead angling on the Rogue has been only fair with fly fishermen having the best success in the morning and evening. Steelhead up to 25 in ches and an occasional jack are making up the catches. Good numbers of both steelhead and jacks are working in the bay so the outlook is promising. A fair number of jacks and small chinook have m oved into the lower h ola of the Sixes and Elk rivers. Anglers casting lures or plunking eggs should start picking up a few fish. Russian Fish Reply Is Disappointing The recent communication received from the Russians by the U. S. Department of State In Washington, D. C. regarding fishing off the Pacific Coast was extremely disappointing, stated Robert W.Schonlng, state fisheries director, who Just re turned from meetings In the nation’s Capitol where he was In touch with representatives of the Federal Bureau of Com mercial F isheries and the U.S. Department of State. He ex pressed to them the Fish Com m ission's continuing alarm at the Russian activities. This was a follow up on Gov. Hatfield’s e a r l i e r strong telegram to President Johnson soliciting his aid in effecting an immediate solution. At the meeting in Moscow the last week of July between representatives of the two gov ernments, it was agreed that within 30 days, the Russians would offer recommendations on their part in the fishing problems most serious to U.S. fishermen of the state« of Washington and Oregon. It was understood the Russians would take steps to avoid concentra tions of A m e r ic a n fishing v essels and give them more room in which to operate; stay at least 12 m iles off the coast; refrain from taking salmon de liberately and minimize any in cidental harvest of salmon; and permit U. S. observers aboard Russian vessels. In the c o m m u n ic a t io n received by the Department of State last week, there was no specific mention of any of these points. These matters are very important to us, said Schonlng, and we are extremely dis appointed th a t the Russians chose not even to give us the c o u r t e s y of an appropriate a n s w e r after they had com mitted themselves to do so. The U.S. Embassy has already been ask ed to Indicate in writing to Mos cow this dissatisfaction, and Insist that immediate action be taken by the Soviet government to resolve these matters so Important to U. S. fishermen. “The Russians have not, to our knowledge to date, violated any International law by fishing off the Pacific coast,” Schonlng states. ‘‘However, they have In r e c e n t months t a k e n tre mendous quantities of Pacific Ocean perch and hake off Ore gon and W a s h in g t o n .
