C i t y engineer Roy Erichsen reviewed b rie fly what had been done in the past and what addi­ tional measures were necessary tocom ply w ith new regulations. He a g a in explained the third stage treatm ent pond and said that a 11 d.e land in the area would have to be cleared and a cyclone fence w ou'd have to sur­ round che pond and Treatm ent Plant. He stated that this would cost an additional S25, 000, but t h a t the State w ould go along w ith the increase in granting the 30 per cent. Erichsen was asked what his additional fee would be and he estimated about S i, 500, or w ould not exceed the 11 per cent that his contract called for. Erichsen said that now each pumping station w o u ld be re­ quired to have a stand-by gen­ erator, not been included in the original plans. He said that dur­ in g construction an Inspector would have to be on duty at a ll times and if work were in pro­ gress at two separate points, two Inspectors w o u ld be required. A lis t must be com piled of each piece of property in the d is tric t w ith ex­ act footage of each parcel, and i f it were deemed advisable, it w ould be possible to get the as­ sessment funds in advance from t h e property owners in the 1st phase d istrict. Erichsen estimated t h a t the to ta l p r o j e c t w ould now c o it $345, 000 as compared to $318, 00 as o rig in a lly estimated. Thage said that he had been in touch w ith the Farm Home A dm inistration a n d they have offered to help the c ity w ith the s e w e r in the farm o f a grant. This grant would replace the one previously offered by the Econ­ om ic Opportunity A ct, w hich is apparently not n o w a va ila b le . Erichsen asked for copies of the Resolution No. 219, w hich was adopted N o v e m b e r 9, 1965, w hich appointed authorized o f­ ficers of the c ity of Port C iford to sign the a p p lication for a Fed­ eral grant for Sewage Treatm ent Works. This authorized Mayor B tes and R e c o r d e r Loraine Haines to sign the application. Erichsen said th a t phase 1 of the s e w e r d e ta ilin g a ll ease­ ments and b o u n d a r ie s , e tc ., have to be passed and legal be­ fore Contract bids are c a lle d for. The c ity engineer was given authorization t o com plete the revised plans and file an a p p li­ cation w ith the FELA for a grant and to set up the Phase I asses­ sment d istrict on a p re lim in a ry basis.
