Personal Property Tax Relief If Filing On Time Persons and firms wanting to make sure of receiving the ben e fit of new legislation reducing property taxes on inventories should file their personal prop erty returns not later than March 2, according to Curry County \sscssor Charles L. 1 ilzhugh. ' he law, passed by the 1965 Legislature, definitely states that omitted property added to the roll because it was not properly reported w ill not receive tire reduction in assessed value pro vided by House Bill 1498, whose purpose is to g iv e inventory owners some tax relief. It is intended that this relief w ill approximate 10 per cent the first year, 20 per cent the second year, 30 per cent the third year,40 per cent the fourth year, and 50 per cent the fifth year and succeeding years. The assessor points out, how- ever, that the actual percentage is deter-i.ined by a f o r m u la which distributes state approp riations for inventory relief. The legislators appropria ted $2 m il lion for 1966, to be given to the counties on the basis of the tax on inventories levied in each county in 1965. Relief to the taxpayers in each county w ill be on the basis of their ; ortion of the tax on inventories in 1966. This makes it unlikely that the percentage of re lie f ever would be exactly 10 per cent. It could vary considerably from this figure because of an increase or decrease in either inventory value or taxing district levies. It w ill also vary from county to county. The $2 m illio n appropriation for the first year of re lie f was merely an estimate of what it Curry Due Recreation Funds Under New Conservation Act Under the provisions of the a ll citizens of the United States Land and Water Conservation of ;resent and future generations Fund Act of 1965, the State High such qual iry and quantity of out way Commission has allocated door recreation resources as may more than $495, 000 to local be available and are necessary governmental units tor the 1965- and desirable by providing funds 66 fiscal year, it was announced for and authorizing Federal as today try Fo.-rest Cooper, state sistance to the states in planning, acquisition, and development of highway engineer. Also af fected are materials, supplies, conta iners, goods in process, fin ished goods, and other personal property owned by, or in posses sion of, the taxpayers which are or w ill become part of his stock in trade. Items which are not now, at never w ill be, part of the stock in trade w ill not receive the re duction and must be reported separately from other items that meet the test as inventory, ac cording to the assessor. One d iffic u lt category is sup plies, because so m e , such as packaging items, are deemed to become part of the stock in trade and thus inventory, while others used in plant maintenance are not properly inventory. As the years go by and the inventory value reduction rate approaches f i f t y per cent, the matter of whether a certain item is inven tory or not becomes increasingly im portant. Under the new law, the State Tax Commission is required to check the classification of per sonal property on the assessment ro ll to make certain each tax payer receives his correct re duction. For this reason, the Tax Com mission w ill be making field audits of personal property re turns d u r in g the first seven months of 1966. Each return w ill be subject to a check by Com mission auditors to determine whether the taxpayer has report ed a ll his personal property’, in c l u d i n g inventory, livestock, furniture and equipment, farm machinery, other machinery and equipment, boats and vessels, and any other taxable personal property. Special attention w ill be given to determine whether the property reported is in the right category.
