6— Port Orford New», Thtasday, August 26, 1965 Firearms Legislation Favors Criminals Who Won 1 Register By I ANS 1ENEVE J. Edgar Hoover, director the F B I, recently stated: "T h e F B I can provide ad ditional facts which Indicate that far too many selections for parole and probation are being made blindly. Of the 14 special agents killed In gun battles, 12 were slain by c rim inals who had been previously selected for parole, probation o r other types of leniency. F u r therm ore, of the 202 fugitives who have appeared on the F B I’ s lis t of "The Ten Most Wanted Fugitives,” since the beginning of this program In M arch, 1950, 167 have been the recipient of some type of leniency. As of Nov. 1, 1964, the F B I Inden- tlflcatlon Division has wanted notices on 79,75« individuals. Of these, 21,548 were wanted for parole violation, and 6,022 w ere being sought for probation violations.” In view of the above report furnished by M r. Hoover, It appears that such a n tl-flrearm s fanatics as Senator Dodd of Connecticut should turn their attention— and this Includes all other senators as w ell— to the task of removing the discre tionary power of the court«. In meting out punishment to gun men. The respective legislative bodies of all our states should fa ll In line In support of such a measure. of the armed crim inals who failed to r e g i s t e r their firearm s. However, we are writing con cerning the ultimate climax that could occur If the present pro posed a n t l - f lr e a r m s b ill Is passed. The antl-flrearm s bills pend ing In the Senate today would not only affect small business, but would Include millions of sportsmen throughout the en tire country; persons that the b ill Is Indirectly aimed at, and who are In no manner respon sible for the prevailing problem which Involves the big business Interests and the m ail-order business. It would affect the bird shooters, the big game hunters, the target shooter, the f i r e a r m s safety programs, owners and collectors of antique guns. The far-reaching affect of such b ills Is obvious. Incidentally, th e foregoing was written In response to the request of a Western World sub- scrlb er for this scribe to once again "G ive the an tl-flrearm s b ill both b a r r e l s . ” And It wasn’t at all necessary for him to twist my arm , In order to comply with his request. AT SO CIETY’S EXPENSE j i an effort to reform c rim inals, far too much leniency Is shown offenders by the courts of the land. Such persons are being coddled at the expense of society; parole and proba tion violations that are being committed by the thousands, together with the rapid rise In crim e, furnish ample proof of this. When compassion replaces Justice to the extent that courts begin to deal lightly with the scum of the land, society Is bound to suffer from the effects of such discretionary action on the part of all courts, from the Justice of the Peace bench right on up the line to, and In cluding, the Supreme Court. Such action on the part of some courts does not succeed In sup- resslng crim e. It m erely ser ves to Increase It by lending encouragement to others of the same type as the parolees and the probationers. To such per sons, it looks as though crim e really pays, at least to the extent of gambling on It; for to be caught In act would simply mean an early parole granted the offender, or perhaps pro bation. 2 birds.
