It o r iginated from th e ir head-office in Washington, D.C. “ In January 1965, Senator Thomas J. Dodd (Conn.) in tro duced S. 14, a b ill designated to regulate the m a il-o rd e r sale of guns. Senator Dodd declared his Intention to be the regu lation oi m a il-o rd e r gun la is i- ness fo r the purpose of e lim inating sales to J u v e n ile s , c rim in a ls and p e r s o n s who would be in violation of state aw o r local ordinance in re ceiving the gun. S. 1592, the latest b ill, p ro h ib its a ll m a il-o rd e r sales to individuals and p e rm its such sales only between licensed im p o rte rs , manufacturers and dealers. Thus it places harsh and unreasonable re s tric tio n s upon law-abiding citizens who wish to order sporting fire arm s ( r ifle s and shotguns) by m a il, especially those citizens who do not have convenient access to licensed dealers fo r o ver-the-counter-sales. “ This b ill, i f enacted, would give the Secretary of the Treas u ry , o r his delegate unlim ited power to surround a ll sales of guns by dealers w ith a rb itra ry a n d burdensome regulations and re strictio n s. “ Anyone engaged in the man ufacture of ammunition would be required to have a $1,000 m anufacturer’ s l ic e n s e . Ap parently this would apply as a club engaged in reloading fo r Its members. Anyone s e ll- Ing any rifle ammunition, even 22 c a lib e r, would be compelled to have a $100 dealer's license. This would elim inate the usual hardware and other sm all store sales. “ If you transported your rifle o r shotgun to another state fo r a lawful purpose, such as hunt ing» you would have to comply with such burdensome re s tric t ions and red tape as might be required by the regulations. “ A dealer could not sell to a non-resident of his state. This p r o v i s i o n , and the re s tric tio n s on transporting guns from one state to another, could be unduly re s tric tiv e on agreat many of those who must go Into another state to shop. . “ A gun shlpp«»d fo r service re p a irs could only t*e shipp«xi under the regulations of the Secretary of the Treasury and then only fo r 'authorized' ser vice. A g a in , burdensome re s tric tio n s are threatened. “ A dealer’ s license could he refused tt* an applicant if the T reasury lielleves that by rea son of bus ..less experience, f i nancial standing, o r trade con nections, he is not like ly to operate in compliance with the Act. What does this mean?
