Azelea Festival Events Noted
The B rooklngs-Harbor 26eh
Annual Azalea F estival, May
29-30, Is expected to draw over
8,000 v is ito rs during the two-
day weekend. The prim e draw­
ing card Is the Azalea State
Park which was featured In
the May Issue of Sunset Mag­
azine.
The a rtic le was w ritten with
the cooperation of M rs. Elton
Smith, secretary of the Brook­
lngs-Harbor Chamber of Com­
merce, and related the history
of the Festival and numerous
attractions in that area.
Azalea State Park was ded­
icated in 1939 by Sam Board-
man, superintendent of Oregon
State Parks, and is comprised
of 26 acres of native hybrid
Azaleas. Some of the shrubs
are over 360 years old.
Congressman Robert B. Dun­
can has accepted an Invitation
to attend the festival along with
many other dlgnatarles.

Highlight of this year’ s fes­
tiv a l w ill be the dedication of
th> Brookings a irp o rt Saturday,
May 29, which w ill be com­
memorated by a special postal
cachet. A ll a irm a il letters with
sufficient postage and se lf-
addressed w ill be stamped with
the cacheted postal cover by
the Chamber of Commerce of­
fic ia ls and be mailed May 29.

a bility by watching the firs t
n a t i o n a l television d riv e rs ’
test at 10 p.m ., P acific Daylight
Tim e, Monday, May 24.
Telecast by CBS, the pro­
gram w ill be ca rrie d on KOT1-
TV (Channel 2), Klamath F a lls;
KBES-TV (Channel 5), Medford;
and KOIN-TV(Channel 6), P o rt­
land. T h r o u g h community an­
tenna systems and network-
affiliated stations in bordering
states, viewers in pra ctica lly
every community In the state
w ill 1« able to receive this
program .
In preparation fo r nearly 18
months, the program prom ises
spectacular cinematography fo r
the viewer to test his d rivin g
judgment in emergency situ­
ations. High-speed head-on co l-
lisons, staged by experienced
stunt d riv e rs , put the viewer
in the d riv e r’ s seat to see how
he reacts.
The television test w ill judge
defensive d rivin g techniques,
rules of the road and perception
of hazards. Test form s w ill be
available free at all Department
of Motor Vehicle offices In the
state, said H ill.

Division of the Department of
Motor Vehicles, said, “ With
A p r il’ s tra ffic deaths up nearly
80r over the same month last
year, and with Oregon headed
into the Mem orial Day week­
end, it behooves every d riv e r
to test him self on his a b ility
to stay alive in tr a ffic .”
Viewers w ill be able to com­
pare their answers and scores
with those of a cross-section
of A m e r ic a n d riv e rs whose
test scores w ill be tabulated
by IBM compute -s and flashed
to viewers at home im m ediately
following each question.
The T ra ffic Safety & Educa­
tion Division of the Department
of Motor Vehicles, the Oregon
T r a f f i c Safety -Commission,
local safety councils and the
National Safety Council are all
cooperating in this fir s t tele­
vision safety e ffo rt, said Eddy.

While President Johnson is
struggling to build the Great
Society, members of his cab­
inet are hard at work attempt­
ing to create a “ Sm allSoclety”
in agriculture. This has become
most apparent in a recent news
story from C alifornia telling
ot growers plowing under some
$9 m illio n worth of strawber­
ries because of a picker short­
age. The shortage was planned
by the government and executed
with the finality practiced by
bureaucrats alone.
With the legislated close­
out of the Bracero program and
the d icta to ria l order by Secre­
tary of Labor W illa rd W irtz
that growers must pungle up
higher pay fo r pickers, growers
found themselves In a strange
and almost unlielieveable s it­
uation.
American finance and pro­
cessing industries moved to
Mexico to take advantage of
the cheap labor offered by the
“ homelound” B r a c e r o s. The
berries grown In Mexico are
s h ip p e d back to the United
States where they compete with
American-grown b e rrie s.
The s a m e problem became
apparent In the date industry In
the Coachella Valley of C a lif­
ornia. There, the $7 m illion
date Industry faced disaster
following an order from Sec­
retary W irtz that the growers
guarantee every person show­
ing up In the groves $1.50 an
hour. Piece work pickers were
averaging $1.57 an hour.
However, dates are Imported
from the Middle East in com­
petition with C alifornia grow­
e rs. Labor costs in those coun­
trie s are about 25 cents an
hour.
Our government is quite ada­
mant about building two-way
trade with other nations, and
it is extremely d i f f i c u l t to
maintain protective ta riffs on
a gricultural products.
T h e r e f o r e , with Im ports
maintained and high wages set
by government decree, farm ers
are rapidly become the "S m all
Society.”
Landlord's Duty . . .
Usually the landlord keeps
control over some part of
rented property. The more he
controls, the more he can keep
an eye on the tenant’ s activ­
itie s , and the more responsib­
ility he has. The area he con­
tro ls must be safe fo r the
tenant and the public, o r else.
As a rule, what Is not in
the tenant’ s actual possession,
Is the landlord’ s responsibility.
Accidents often happen on
stairways, and outside s ta ir­
ways are under the landlord’ s
control if a ll of the tenants
use them; and inside stairways
generally are not fo r the land­
lo rd ’ s use but solely fo r the
tenant. Sometimes the landlord
w ill keep some control of in­
side stairs, say for storage
o r repair or to get outside.
If so, he w ill be responsible
fo r any defect in these s ta ir­
ways.
Porches, platform s and decks
often cause trouble. If acces­
sible only to the tenant then
th e y are his responsibility
alone. If other tenants also use
them, then the landlord again
has to keep them up p roperly;
and If he keeps up any part
of them he must keep the whole
area In good repair.
One landlord tied a clothes­
line which all tenants used to
a post on the porch though
only one tenant used the porch.
The post weakened and hurt
one tenant. The court held that
by the landlord’ s clothesline
he kept control of the whole
porch, and hence was liable
fo r the injury.
The same rule holds true of
yards, play areas, and drive­
ways used by many of the ten­
ants or their children.
In one case a large apart­
ment owner had a large play
area. He allowed cars to drive
on It to park near the apart­
ments. One car driven there
ran over and injured a child.
The child sued. The court held
the landlord to blame fo r not
p roperly caring for the grounds
under his control.
