Dernedde With the ever Increasing need fo r a more skilled work force, the House Labor and Manage­ ment committee has sent to the flo o r fo r action this week a b ill which provides for ex­ tensive revision of the state’ s apprenticeship training pro­ gram . The b ill (H.B. 1167) is an outgrowth of a technological employment Interim committee study w h ic h concluded that m ore Job training is needed, In d u stria l unions and employers should have an equal voice In the program and the Commissioner o f the Bureau of Labor should have more authority over the conduct of the program . Presently cra ft unions(AFL- CIO) and employers v irtu a lly co n tro l the state’ s apprentice­ ship program with domination o f the Apprenticeship Council and control over the director. A fte r an exhaustive investi­ gation, the in te rim committee discovered that under present law and present administrative practices the program is not fu lfillin g the o v e r-a ll needs of the state. The committee found there were a number of occupations fo r which the Apprenticeship Council had standards but no trainees enrolled, p articularly In the non-building trades. The dropout rate averaged 23~, and the number of graduates only- averaged 335 annually during the past five years. It is also discovered that there was a lim ite d availability o f apprenticeships f o r non­ white youth as evidenced by the fact that only seven non­ white youths have been enrolled in the past five years. The rig id ity of present pol­ icie s w h ic h precluded some program s, the few- p r o g r a m s fo r industrial plants and the d iffic u lt tangle of administra­ tiv e responsibilities for devel­ oping and supervising approved program s led to the conclusion that extensive revision was ab­ solutely necessary. Proposed changes, however, opened a split in the ranks of labor which has caused a b itte r s t r u g g l e for control of the training program . The b ill i t s e l f would e lim ­ inate control by the craft unions and employers and give indus­ tr ia l representatives an equal voice on the expanded and re­ named A p p r e n t i c e s h ip and T raining Council. Thus, indus­ tr ia l unions would have three employee representatives and three employer representatives and craft unions would have equal representation on the 12- member council. A uthority to h ire and fire the d ire cto r would be taken away from the council and given to the Labor Commissioner who is to supervise the program . The council would then make policy and the comm issioner would be responsible fo r c a rry ­ ing out that policy. Additionally, the b ill directs the council to establish com­ mittees on local levels to fos­ te r training program s in the non-apprenticeable fields. It also provides fo r pre-appren­ ticeship t r a i n i n g programs which could be credited toward Journeyman status. Sen. Don W illn e r (D -P o rt- land), co-sponsor of the b ill and chairman of the Interim committee which investigated one of the ways in which Ore­ gon can help provide for stable employment is to “ make tra in ­ ing available to more Oregon youngsters.’ ’ W illn e r pointed out that a re­ cent P o r t l a n d Metropolitan Manpower Resource Study pro­ jected that 10,000 skilled Jot'S would probably go begging by 1969 while the number of un­ employed in the area would be near 25,000. He declared that revision of the apprenticeship program Is Just one of a number of things which can be done to “ create a s k ill adaptable work force’ ’ ; but to meet the challenge of technological change, it is the responsibility of the individual, private enterprise and la lo r , local communities, state gov­ ernment and the federal gov­ ernment in that order. March Traffic Cases Highest T ra ffic violation convictions in March set a new a ll-tim e record for a single month with 28,723 reported to the Depart­ ment of Motor Vehicles by the state’ s courts. Despite the March figure, the 67,687 convictions for the year to date are running slightly below the fir s t quarter of 1964 when 68,093 convictions were tallied. So far this year the Depart­ ment has s u s p e n d e d 12,000 d r i v e r licenses fo r varying periods of tim e. Nearly 87' of the suspensions were issued under mandatory provisions of the law, most of them In con­ nection with the financial re ­ sponsibility law.
