2 —Port Orford Newt, Thuwday, April 8, 1965 Bill Would Increase Contract Pay-off Refund Credits Safely Package Gets 'New Life' DOWN WITH LOC \L TOLLS A new m ove to get telephone to ll charges between Lang lois, Sixes and Port Orford elim in ated is u n d e r w a y , so we learned Tuesday. And if it succeeds, it w ill be one of the best things that has happened around lie re in a long spell. A previous attem pt in 1961 m et with failure, the Public U tility Commission said, because not enough subscribers to West Coast Telephone service in the area voted in support of the extended area coverage. Com m issioner Jonel Hill, at that tim e, said he could not place an increased financial burden on the subscribers who voted against the proposal. By now, though, m aybe people in the area have had enough of paying discrim inating to ll charges to stand up and be counted in favor of getting them removed. When you stop to think about it, it seems a little stupid that you can c a ll P acific high school from Port Orford with out paying a toll, while Langlois residents have to. 1 here are also phone subscribers lust south of the high sclK'ol that are on the Langlois exchange and have to pay toll to ca ll the school. And there are neighbors who have to pay toll to call e a c h other. It kinds looks like the phone company took a handful of wires from each exchange, gave them a big toss, and then hooked them up where they landed. Numerous in fividuals are behind the move, so we under stand, and the school board Monday night voted in favor of elim in atin g the tolls. Other organisations are being asked for their stand on the issue. There is no better tim e than now, be fore the area is switched to a ll-d ig it dialing, to have the m at ter settled. Elim inating the toll would, of course, cause a slight in crease in rates for all area subscribers to offset the loss to West Coast. We think it would be worth it. . . and th t the e x tended coverage area sliould run at least to the Coos County line. We w ill w elcom e your letters on the matter, or better yet, w nte the Public Utility Commission. 4 ■J' tty SEN. R. F. CHAPMAN Governor Mark Hatfield said Friday that his safety package had been given new life by the Legislature. The Governor’ s s t a t e m e n t was made after the implied con sent bill, which had been strug gling in committee, was passed by the House and sent to the Senate. • This b ill" the G o v e r n o r said, " I s the heart of our sa fety proposals and I am elated with its passage by the House." At the same tim e, two bills recommended by the Governor also received favorable act b n by the House Highway Commit tee. lh • maximum -peed limit proposal was taken from the table and amended to provide a top limit of 73 m iles per hour with other features of the present speed law remaining unchanged. The committee also gave a "d o p a ss" recommendation and sent HB 1126, the reflectort- zed license plate bill, to the Ways amt Means committee. Representative Elwtn Paxson of Portland, one of the chief sponsors of the reflsctorized plate b ills, said he was very pleased with the action taken by the H ghway Committee. "1 hope," he said, ‘ that the Ways and Means committee w ill carefully weigh the cost factor of traffic accidents as opposed to the cost of reflectorizatton ." " I f they d o ," he said, "I am confident they will give the measure their support.” House Speaker Discusses Property Tax Problems Speaker of the House Monte Mon. tom ery, after meetiiu: in Salem with the proponents of a 1 limitation on properly tax said, "everyone must under stand all property taxes go to local governments. Such a lim itation would result either In a 2/3rds reduction of services or 147 million dollars of new taxes In the sta te." The limitation is spearheaded by Multnomah County taxpay e r s irate over a reapprlasal program , iliei ,- al e many ram ifications to the proposal which should l>e discussed by all cit izens in some detail. F irst, w e must remember all property taxes now go to lo cal governmental units, that is c itie s, counties, schools and other special d istricts. Property taxes raise alout $266 million dollars a year, ex cluding special assessm ents in Oregon at the present time. These levies have been extend ed on assessm ent ro lls totaling aliout $12 billion In true cash value. Based on these totals, an o v er-a ll celling on property tax levels as a percentage of true cash value would result In the following loss of prop erty tax revenues: The ceiling pegged at 1.0 , the loss would be $147 million; That log-jam of b ills in House met "unofficially” f o r tw o com m ittees we have heard so weeks prior to the start of much about is breaking up as this session, and the success b ills are beginning to flood the ful results of that early start floor of the House for final gave way to the passage of this proposal. debate and vote.
