Sewers Are Problem Facing City; Restaurants Lore “ A” Cards When a ll local restaurants were reduced from Class A to Class B operations because of sanitary conditions last w eek It brought i n t o a more realistic f o c u s the sewerage problems that exist, and that have to be acknowledged and elim inated . The problems are not new. They started w ith the digging of the first septic tank and m u ltip lie d In proportion w ith the addition of each new one. And now comes the day of reckoning, when Port Orford must learn to w a lk be cause It's too big to crawL T he reclassification of rest- aurants does not necessarily re fle c t directly on the establish ments individually, but rather on the area as a whole, accord- iixx to county sanitarian Jack W r i g h t An A classification means that no hazards to the pub lic exist from eating lnth e cafe. A B -card cou ld mean there Is a possibility of a hazard existing f r o m an unaanitary condition. But it doesn't have to com a from or exist In the establishment. If an unsanitary condition exists outside, but adjacent to, the building area there Is the pos sib ility o f a public health haz a r d . T h e classification In no w ay reflects on the quality of the food served The d a c r o n to reclassify the restaurants was the Joint action of the C u r r y county board of health, county health o ffic e r and the c o u n t y sanitarian after a thorough study of the lo c a l san- . Ita ly s i t u a t i o n , W right said W right also noted that tem por ary rcitaurant licenses for food concessions at Battle Rock July 4th would probably not be Issued. He said that seven sewerage out- talls at the park would not Just ify j«sn .«slon for open air food stands In Lae area. W right, who nought the sew erage condition to die attention o f die c ity council shortly after com ing to Curry county, Is In the process of com pleting maps and figures showing the areas and extent of effluent a b o v e ground In the city. This w rite r had a b rief look at some of these maps. T o report the findings at this tim e would be premature, but they Indicate a situation that can be considered nothing but serious. In m any cases the im m ediate property owner, or resident, Is not at f a u lt Instead, his prop erty m ay be the "receive*" of efflu en t that originates from a source blocks awayi winding Its way underground until lor some reason It surfaces In a foreign y a rd But there are many cases where the effluent surfaces on the same property as its origination) m a y be because o f broken sepdes, faulty drain fields or Improper installation of the entire sewer age system. In one area we w it nessed two such cases Involving separate properties. Ona cesspool was ground le v e l w ith only a q uarter-In ch piece of plywood for a c o v e r , (see photo). Children p l a y ln th e area, people w a lk w ith in a few i n t o t It every day. A short dis tance away another septic, part of it above the ground, had over flown. A deep puddle had fo rm ed at one end of the tank and then ran underneath the house, c o v e r i n g nearly the entire ground floor space area. C h ild ren also play In this area. In a n o t h e r case, efflu en t from many septice drain into an open ditch that flow» through an area several blocks long, greatly in creasing the possibility o f con tam ination. These are Isolated cases but they re fle ct the general condi tions that exist In many areas here. These conditions soon a f fect the entire town, and for this reason they demand im m ed iate attention. M any times a sanitation prob le m prevails that Is co m p letely unsuspected W right said, but Is discovered when searching out known, or suspected situations. As an exam ple, he cited the follow ing true case that occured In Curry county. in tracing the course of e fflu ent, a fluoresce ne dye is flushed down a sink or t o ile t The dye co lon the w ater perm ittin g the tracing of i t ( I t m ay also be seen under b l a c k lig h t even though It m ay appear invisible because of extensive disapation.) Using the dye In a to ile t that was suspected of causing an un sanitary condition,W right hoped to locate the trouble spot so the iroblem could be corrected. A ong w a it and search, however, turned up zxsne o f the dye. But, Just as he was about to look else where for the problem, a resi dent ln th e v ic in ity was m aking frantic phone calls to find out why the w ater in the kitchen faucet had turned green. Grant ed, this is an extrem e case. But w hether a sanitation problem Is found Inside the home or out side, * hazard to public health m i l exists, Just In different de grees The fcjowrr to the local prob lem Is jirap lej Install a sewer system. G etting the Job done, however, is not simple. Its cost w il l require a bond Issue, ssses- smenta to b e n e fitin g property, h o o k u p charges and m onthly service fees.
