Want Opportunity to Share Federal Loans Law Needs Mending The incorporation law of Ore gon, as interpreted by Attorney General Van Winkle in the Port Orford Chamber of Commerce case, places every unincorporat ed civic organization, and prob ably every unincorporated or ganization for profit, at the mer cy of persons, who may file ar ticles of incorporation, prepared in due form and accompanied by the proper fee, covering the name used by any such organiz ation, and the corporation com missioner is legally bound to ac cept the filing and issue the charter; and, further, after the charter is issued, the corpora tion commissioner has no legal authority to revoke the charter even though wilful and deliber ate fraud should be found to have been perpetrated upon the state in the securing of same. In view of the fact that but few of the chambers of com merce, women’s clubs, garden clubs, social clubs of every de scription, and other organiza tions of kindred nature, are un ii,corporated, the effect of the ruling of the attorney general is of statewide interest, and, in or der that such organizations may be protected, the Port Orford Chamber of Commerce, unincor porated, has requested the state corporation commissioner to seek an amendment to the laws that will make it impossible to repeat the action in the Port Or ford case. In view of the fact that such work is of a constructive char acter and in the interest of the people as a whole, it is believed that all unincorporated organi zations will support the corpora tion commissioner in any effort he makes to close the loophole in the present incorporation law.
