WAGES ARE SUSTAINED The most unique and unusual compact ever en­ tered into during a business depression anywhere in the world was that formulated on November 21, 1929, at the White House in Washington, and by which em­ ployers and labor agreed to maintain the standard wages at the highest possible point during the exist­ ing depression. As a resul of that confidence, engineered by Pres­ ident Herbert Hoover, millions of workers are em­ ployed in the country today and paid higher wages than were ever before paid in similar circumstances. Wages are higher than paid in the panic attending the Cleveland democratic administration, and it is of record that at the close of the Wilson administration, following the war, the industries of the country were working at only 40 per cent of their capacity. Eight months after the “labor agreement” was completed at Washingtor, William Green, president of the American Federation of Labor, told President Hoover that it “had served to steady and maintain the wage and working standards which prevailed in industry prior to the depression.” The labor conference was the first of 22 moves made hy the president to overcome the evil effects of the depression. He speeded up building programs un­ til the government was spending seven billions for public works; he sponsored the Farm Board in loan­ ing millions to the farm cooperatives; he saved more than 5,(XX) banks, the failure of which would have ruined every business man, farmer and laborer in America. The home loan bill which he wrested from Con­ gress in its dying days will keep the roof over thous­ ands of homes in the land. The great trouble has been that the people have not been informed about what Hoover was doing to stem the depression. Now that they are finding out, they understand him better—and they know that he has led his people conscientiously and with great ability.
