Since that time Mr. Johnston has continuously performed the important service of collecting and compiling weather statistics, and the News has published the data each month. The service performed is not remunerative, except for satisfaction of carrying on for the common good, and Mr. Johnston is to be congratulated on the completion | of five years of continuous and successful public work, i DAY OF SMALL BUSINESS RETURNING The day of small business is returning. The lure of bigness is losing its former compelling force. That is the gist of the contention of an article in the Maga­ zine of Wall Street, which says that the present times are made to order for the little fellow. Mechanics who have lost their jobs in factories are tending to go into business for themselves as producers of complete ar­ ticles. Clerks discharged because smaller volume of business hasn’t justified their retention are starting small stores, living in the rear and keeping open until midnight. Many small mills are operating profitably on little hand-to-mouth orders that big mills refuse? In a re­ cent month more new companies with small capitali­ zation were incorporated in the State of New York, with one exception, than in any other month in the last two years. Last year 500 advertising agencies were started, said to be ventures of men crowded off the pay roll. Big business seems to be decentralizing, beginning to “withdraw from that twilight zone” which it entered to get the supposed benefits from be­ ing the biggest and strongest. There is a point so far £8 size is concerned where the law of decreasing re­ turns begins to operate.
