Under the Act of July 13, 1926, (44 Stat. 915) the
Secretary of the Interior js authorized to pay to 18
counties in the State of Oregon money in lieu of taxes,
on approximately 2,300,000 acres of land, title to which
revested in the Government under the act of June 9,
1916 (39 Stat. 218). The rates are fixed by the lawful
annual levies on privately-owned lands in the several
counties and the valuation are those used by the Sec­
retary of the Interior in the payment of the accrued
taxes for the year 1915.
Under this authority the Secretary of the In ter­
ior pays taxes to Currv County on 7665 acres of re­
vested Oregon and California G rant lands, the assess­
ed valuation base being $10.00 per acre, and the tax
levy .0391.
Applying the same valuation and rate of levy to
the 593,976 acres of Forest Reserve lands within C ur­
ry county, a valuation which is considered fair and
equitable by county officials, the Forest Reserve
Ijands would bring in an annual tax income of $232,-
244.61 if said lands were TAXABLE.
The lands are NOT TAXABLE, but a moral ob­
ligation rests up on the Federal Government, by rea­
son of the fact that it withholds said lands from the
tax rolls, to equalize, adjust and alleviate the unjust
taxation problem existing in Curry county by reason
of the fact th at 63 per cent of the county’s acreage is
embraced in the reserve, and therefore tax exempt.
This obligation may be met in p art by the devel­
opment of the harbors and rivers of the county by the
Federal Government which in turn will assure the
commercial development of the area, thereby alle­
viating the tax situation.
