X nere is out one non-river mouth harbor suscep­
tible of being improved as a harbor of refuge between
the Golden Gate and the Straits of Juan de Fuca, and
that is the natural harbor at Port Orford. Vessels may
enter or leave this harbor during any storm, and the
only improvement required is a breakwater to pro­
tect vessels anchored in the harbor from the south
and southwest storms of winter.
Government engineers in the past have recom­
mended the improvement of the Port Orford harbor
time and again, and the Port Orford chamber of com­
merce is now preparing its case for hearing before the
Board of Engineers. War Department, Washington,
