The opinion of Congressman Hawley, expressed while on a tour of inspection of the local harbor, that private capital will not undertake to construct a break water at Port Orford is simply corroboration of a well established fact—a fact known to thinking people generally. The condition in this regard is no differ ent here from the conditions a t other ports where the federal Government has undertaken the improve ments for the reason that private capital would not engage in such non-profitable work, and for the further reason that such harbor facilities are for the use and benefit of shipping generally and therefore their cost is properly a public charge. Private capital cannot be secured to engage in non-profit making enterprises, as monev is only se cured for such work on the showing of ability to pav interest and principal—and this is the universal rule. The only exception to the rule is where private capi tal desires to improve an outlet for its own use and control, and usually Federal assistance is first sought and denied before the work is done with private mon ey. Fully recognizing this well established fact the Port Orford community is endeavoring to solve the improvement of its strategically located natural deep water harbor—a harbor which the Federal Govern ment has recommended for improvement as a harbor of refuge on divers occasions; in fact, in 1879, appro priating $150,000 to start the improvement work. The community’s efrort is logical and legitimate and is en titled to the full support of the entire citizenry. The work has the full approval and support of Senators McNary and Steiwer and Congressman Hawley, as well as deep sea shipping generally. It is worthwhile constructive work—the same class of work that every live community must continually do to keep pace with the march of progress. Other communities have solved their problems by such community work, and the road to Port Orford’s future is plainly blazed that way.
