In the “child’s bills of rights,” he says, “the ideal to which we should strive is that there should be no child in America that has not been born under proper conditions, that does not live in hygienic surroundings, that ever suffers from undernutrition, that does not have prompt and efficient medical at tention and inspection, that does not receive primary instructions in the elements of hygiene and good health.” There is greater magic to come if May Day can be made a National Child Health Day. It can be used to interest the whole nation in a system of child wel fare and health education. The schools are urged to evolve their own May Day program. Whatever the celebration is, it should include all children.
