If ho killed Black, he has killed only two men in over seven years and that in a county where there are many men who need killing. Henry is a good forbearing bov. -Coos Bay News. Well, it may be that Rosenbrook has only dispatched two men in seven years, but suspicion points to him as having disposed of a third one during the time men tioned. Though a “good, forbear ing boy,” wo are inclined to think he would have Big’s scalp dang ling from his belt in less than seven weeks from sight. C O lU iE S P O N D E A C K . P out O rford , March 21, 1881. E ditors P ost . A s cons'derable is being said in regard to roads at this time, permit me to submit the following which, from ad the in formation I have been able to obtain on the subject, is, in mv opinion, correct: The decision of the Supreme Court is sweeping, and refers to every road in every road district in every county in tho State. Where there has been an established road for twenty years, the Supervisor has authority to call out his men and make them perform their road labor upon such road. In case it is a new road or a road re-localed a Super visor may warn the men in his dis trict to work upon said road, hut as the law now stands the men are not compelled to perform the la bor. I would advise tho people, however, to work ou all roads which are open, and keep such roads in good condition for their own convenience, and for tho benefit of the public. Yours truly, G. E llenhiiuho , March 18, 1881. E ditors P ost .- In arecentissue of tho News, I saw an answer to a communication from Chotco to T he P ost , respecting the title to mineral in lands covered by an ag ricultural patent. This subject is not definitely settled yet, 1 believe, and able lawyers differ in tho con struction of tho law, where min erals in paying quantities is found after the patent has been issued. Secretary Sliurz, in the easo of Coggin vs. Culver, Hill's Leading Cases, April, 1886, p. 36, held tlial a patent to agricultural land eon veyed no title to mineral that was subsequently found on tho land, and had tho patent canceled. T in* Secretary, after referring Io sever al eases to sustain his ruling, went on to say that “ An entry made in fraud, or in violation of law, vests no right which is equivalent to 1 patent, any more than a paten! issued under like circumstance! vests a title.” As all minerals are reserved from sabs as agriculture, lands, agricultural patents to lamia on which valuable deposits of min erals exist, would not convey a fe< to the grantee for the ¡latent was issued “against law,” I11 the U. S. vs. Stone 2 Wallace 525 tip* Court says: “ Patents aro some times issued unadvisedly or by mistake, inhere the officer has no authority in law to grant them. It is roported that George II. B.
