ol arbitrator of the Venasnelan con­
troversy. In fact, when the official
day closed he had not received formal­
ly or officially a request from tbe Euro­
pean powers that be act as arbitrator
of tbe dispato.
These statements
were made on the highest authority.
In an informal manner the president
bas been notified that the European
powers intimately concerned in tbe
present fionth American difficulty de­
sire that he should undertake the re-
sponsibilty of acting as arbitrator of tbe
pointe at issue between them and Veae-
suela.
Thus far they merely have
been “ taking soundings,” with a view,
probably, of ascertaining bow he wonid
reoeive a formal proffer, to act as arbi­
trator. Tbe president, as soon as be
received the first intimation that he
was desired to oe arbitrator ol the Ven-
esueian controversy, expressed emphat-
ioally his judgment that tbe matters to
be arbitrated should be referred to Tbe
