spirits o f inventiveness, problem­
solving and all o f our attempts at
conflict resolution make some
increased special effort reasonable,
we could at least try to find some
project which meets the economic
needs of the developer-entrepreneur—
a project which meets the visual
stability requirements of long term
residents-a project with high poten­
tial for detrimental and negative en­
vironmental effects to appease
doomsday naysayers and those with
high petition-signing needs.
A project w ith no impact on
aesthetic or intellectual or spiritual
growth--a project which meets the
needs o f summerhome, part-time
n o b ility —a project which w ill
attract the "right" kind o f tourists?
Can we not create a project which
w ill attract National Geographic
photographers and likewise give
community activists o f all "camps"
much to discuss and debate-issues
for discussion in local governmental
political cam paigns-for years to
come?
Some contents are arbitrary and
capricous and owner-viewers are
encouraged to form community dis­
cussions groups to develop their
own coded tides and petitions for
the city council and commissions.

The simple tasks o f naming plazas,
walls, terraces and public areas
could involve hundreds, i f not thou­
sands, o f hours o f public hearings.
A ll o f this activity could increase
city employment, union member­
ship, efforts to counteract such
increases with more management
personnel, and provide local busy
bodies much activity as pawns or
significant players in such drama.
And what about the potential for
conflict of interest, i.e. attempts to
eliminate competition or regulate
commerce by local merchants.
The resultant increases in popula­
tion (new residents seeking profit)
and increases in taxation (additional
required services) as w ell as the
outw ard m igration o f current
"marginal" residents who orginally
sought refuge, would increase the
community’s overall blood pressure
and increase other stress related ill­
nesses, as well as increasing em­
ployment at lower and lower wages
in the service related work area.
Likewise, this drama has potential
o f epoch proportions; all o f this
could be an economic boon for all
merchants and other plantation
owners. Perhaps eventually a novel
—a television mini-series—all from a
tiny blueprint-artprint project.

Commercial leasing and concessions in
our park lands are on the rise. So is clearing,
paving, and logging. Is this how we want our
State Parks management to continue? If not,
your letters to the Oregon State Parks &
Recreation Commission are important.
A horse-back riding concession last
summer at Newport’s South Beach State 1 ark
tore up the beach, trampled the dune
vegetation, and paid State Parks SI700 tor a
month during which it made $ 11,000! State
Parks also illegally bulldozed a breach in the
foredune for that concession, cleared land
and constructed a corral, hitching stations
and new signs, and brought in water to two
locations at no additional cost to the business!
State Parks leased the public’s land for a lily
farm in Brookings without even a public
hearing. They also logged and sold old
growth trees in Cape Lookout State Park.
Throughout the coast’s park lands they ha\ c
cleared and paved more land for additional RV
camping spaces. Is the coast to become one
big parking lot? Though use of the state park
system has increased 21% over the past
decade, park land has been expanded by less
than 3%. State Parks is even considering
selling park lands, more timber, contracting
the parks out to private enterprise, and
closing popular parks to generate more
public outcry and support to get permanent
funding! In contrast they balk at increasing
recreational vehicle fees by $1 or $2 since
people don’t like it. They say they are already
charging more than private RV parks. Are
they? Shouldn’t they? Aren’t people willing
to pay more for beautiful surroundings?
Should they try to compete against private RV
parks? If they didn’t, would some RV parks
keep some trees to make them look more like
parks?

State Parks faces serious financial
problems due to the cessation of funding
through the gas tax in 1980 and subsequent
limitations in their general fund dollars due
to Measure 5. General fund dollars will
continue to decline and State Parks is seeking
a stable funding base through the
legislature-looking most seriously at
increasing or using part of the bottle/can
deposits, license plate fees, or a percentage ot
lottery dollars. Other sugestions include a
summer gasoline tax, an increase in licensing
fees for recreational vehicles, a change in
90-day trip permit fees, and establishing a
small real estate transfer tax. (Additionally
OSCC and many other environmental groups
will be supporting an initiative package for
open space, habitat restoration, and park
acquisition projects in the next legislative
session.)

y ou would like our State Parks to be managed.

directions which hurt the very parks they
are charged with protecting? How would you
suggest they increase their revenues instead?
