CITY COUNCIL

+ Held a public hearing on the provisions
of existing Ordinance 94-11 which was
adopted last year by Council to establish
standards for accessory dwellings and to
provide tor the dispersal of duplexes in
the R2 zone. The provisions of the
ordinance regarding duplex dispersal
have been appealed to LUBA by Shelter
Resources, Inc. a Bellevue Washington
developer of subsidized housing projects.
The city filed with LUBA tor a voluntary
remand of the matter back to the city;
Council conducted the public hearing to
obtain additional testimony on compli­
ance of the ordinance with the city s Com­
prehensive Plan policies and state hous­
ing policies. Council voted to tentatively
approve the ordinance as written, pend­
ing revised findings of fact to be available
at the May Council meeting.
♦Considered a request by Phil Morton to
permit new evidence on a specific issue
to be considered as part of an appeal of
the Planning Commission's approval of
SUB 94-03, Chapman Point Subdivision.

evidence related to the alignment and
characteristics of proposed Oak Street
extension south of 7th Street will be
allowed at the May 2 appeal hearing.(A)
♦ Adopted ordinances am ending the
Zoning Ordinance and the Subdivision
ordinance to permit the establishment of
oceanfront setback lines as part ot a
subdivision approval process.
♦ Adopted ordinances am ending the
Comprehensive Plan and Comprehen­
sive Plan Background Report to update
the city’s parks and recreation policies.
♦ Continued consideration of a proposal
to revise the off-street parking standards
for businesses in the dow ntow nC l zone.

proposal as modified by City Council.
♦ Held a public hearing and established
a rate for 2 cubic yard size refuse con­
tainer garbage service to be ottered by
Cannon Beach Sanitary Council also

Tolovana Park and determined that the
p ro p e rty o w n e r is re s p o n s ib le for
re so lvin g the d ra in a g e problem if
he wishes to proceed with a building

Directional (TOD) signs. Council recent­
ly met with ODOT representatives to
discuss the status of ODOT-placed
signage on Hemlock Street now that
Hemlock Street has been transferred to
city responsibility. The hearing on TODs
will be held at the May 2 Council meeting.
