Here's a chance for each of us to create new traditions that demonstrate respect and value; an opportunity to give a little back, and to have fun!! GIVING BACK TO THE EARTH: Phone Book Recycling and Earth Day Traditions By Kim Bossi The old telephone directory recycling program that was operated in Astoria, Seaside and C annon Beach in January and February this year was a success. US West sponsored the program that collected 8,544 phone books. This is the first year that the three cities collaborated with US W est to collect phone books. The City of Cannon Beach has independently operated phone book recycling programs in the past and is proud to have participated in a joint effort to help reduce our tonnage at the local landfills. Cannon Beach residents brought in 3,400 of the 8,400 pounds collected in the county. US West will send the old directories to Daishowa Paper Mill s Recycling Plant in Port Angeles, WA, to be processed into new phone books. This means that in Clatsop County we have eliminated 8,400 pounds ot refuse from our landfill. Special thanks and many hugs to our wonderful Postal staff members who donated space & time to this project. Not to mention all the great folks at City Hall, the volunteers, local businesses and everyone who took the time to bring in their phone books. This is a great example of how each of us can contribute to an environmental issue and make a difference. Mark your Calendar: Saturday, April 22, is the 25th Annual EARTH DAY This of course is a major holiday in my household. It ranks up there with the traditional celebrations that surround Christmas, Thanksgiving, Arbor Day, Easter, Summer Solstice, Birthdays and any other excuse to cook, laugh, reflect and commune with family and friends. I realize that not everyone celebrates Earth Day yet, so for those of you who would like to start new traditions. I'll offer a few ideas. If you like organized and/or educational activities there are many events scheduled around the state. OMSI, the Forestry Center, Washington Park Zoo, and many cities in Oregon and elsewhere have special programs planned that are fun for all ages. If you want to stay home and pay homage to your own backyard, try planting a tree, picking up litter on the beach, building a home compost bin, or look for ways to reduce your consumption ot products. How about going on a picnic or a hike, watching the sky, looking for whales, or riding your bike and leaving the car at home. Basically get outside and absorb the very earth we are celebrating. One of the things I like to do is make Earth Day cards out of recycled junk I find. I send these to friends as a way of sharing the good fortune and joy I feel at being exposed daily to the natural beauty that surrounds me and sustains my life. We must however note that last year at a cost in excess of $100 the phone books collected from Cannon Beach were hauled to the landfill. We are told this was because ot a lack ot storage space at the recycling center. We are also told that even though phone book recycling is part of the recycling program, and always has been, it is being "de-emphasized", We are not amused. This is the kind of short term bureaucratic thinking that has no place in Cannon Beach. The volunteers who built the original recycling center now see their labors in the service of police storage and general stuff, while recyclable material goes to a landfill. We, the taxpaying, volunteering citizens are being poorly served when this sort of attitude prevails. When a person lugs a stack of old phonebooks to the post office, where the workers voluntarily placed a barrel, then another volunteer helps get them to the recycling center, and then they are hauled to a landfill... well, it would save more energy to just throw them in the garbage can in the first place. No, this must not happen ever again, and an explanation and an apology should be forthcoming from those responsible.) The Blue Ribbon Committee has been meeting weekly since July to consider more than two dozen potential sites tor a school, arts center, sports park, public works facility and open space reserves. The Blue Ribbon Commit­ tee was chaired by Bud Kramer Committee members include Duane Johnson, Jim Oyala, Richard Pavlik, Molly Schausten, James Weber, Rod Graham, Doug Dougherty, Bill David, John Bosse, Jay Raskin and Kirk Anderson. SHORT TERM RENTAL PUBLIC FORUM HELD A Public Forum on Short Term Rentals was held on Saturday, February 18 a, City Hall. The Short Term Rental Review Committee had made several recom­ mendations to City Council which includ­ ed establishing stronger local manage­ ment requirements; making toe occu­ pancy limitations ot each rental unit more realistic in relation to the size ot the unit and the parking spaces provided, estab­ lishing a system tor random room tax and building safety audits; continuing to allow toe licensing of existing short term rent­ als tor another three years beyond Feb­ ruary, 1997 bu, allowing no new short term rentals.
