Don Osborne is one of the hardest
and longest working artists of Cannon
Beach. Although he doesn't appear in
the cover photograph, he was indeed a
member of the group show described,
and has been producing art steadily
ever since. His ad work is seen up
and down the coast, including several
in this paper, and nearly every day he
can be found busy in his gallery/studio
in Manzanita. He and his wife Donna
are tireless supporters and instigators
of North American Indian rights;
always generous with themselves,
their home, their time. They are good
people and good friends.
The Edge salutes them.

♦ New Councilors Frank Little and
Laurel Hood took the oath of office
along with M ayor Kirk Anderson.
Councilor George Shields and Mayor
Herd Schwab were presented with
certificates of appreciation for their
service to the community.
♦ Heard an on-the-record appeal by
D avid B ra n d s of the P la n n in g
Commission's approval of SR 94-07,
S teve M a rtin s e tb a c k re d u c tio n
application in conjunction with the
construction of an additional story on
the Surfsand Motel. The Council, by a
2:1 vote (Councilor John Buckley was
absent and C ouncilor Frank Little
stepped down from consideration) over­
turned the Planning Commission's
decision and denied the setback
reduction request. (A)
♦ Held a public hearing on a proposal
to install sidewalks on the south side of
Sunset Blvd between Hemlock Street
and Spruce Street and directed staff to
carry out the improvements. Another
component of the recommended side­
walk improvements will be constructed
in the near future to continue the side­
walks on the south side of Sunset Blvd
under the Highway 101 overpass to
connect with Elk Creek Road. (B)
♦Held a public hearing and adopted
an ordinance amending the Zoning
Ordinance to permit the installation of
microwave receiver dishes with a
diameter of 30 inches or less.
♦ By a vote of 2:2, failed to adopt final
findings of fact for an ordinance that
would have required living plant mate­
rial in required front yards (setback
areas) in residential zones.
♦Adopted the 1994 95 Parking and
Traffic Management Plan as recom­
mended by the Planning Commission
with one modification; the City Council
deleted a plan component that would
have permitted the use of the Cannon
Beach S c h o o l p la y g ro u n d a rea
for parking d u rin g busy sum m er
weekends
♦Approved the following community
grant recommendations of the Parks
and Community Services Committee:

At the March 7 Council meeting,
revisions to development standards in
the downtown commercial area will be
considered. The proposed revisions
include: permitting the replacement of
an existing building's floor area without
the requirement of providing off-street
parking; establishing an off street park­
ing requirement of 1 space per 535 sq
ft of commercial area and 2 spaces per
535 sq ft of restaurant are; generally
requiring the retention of existing
off- street parking; permitting off-street
parking to be located anywhere in the
downtown area; and establishing a
maximum floor area ratio of .7. Inter­
ested persons are encouraged to
obtain a copy of the prooosals from

SHORT TERM RENTALS
The S h o rt Term R ental R eview
Committee which was formed several
months ago by City Council has made
the following recommendations regard
ing the c ity 's s h o rt te rm re n ta l
ordinances:
Establish stronger local manage­
ment requirements; make the oc­
cupancy limitations of each rental
unit more realistic in relation to the
size of the unit and the parking
spaces provided; establish a
system tor random room tax and
building safety audits; continue to
allow the licensing ot existing short
term rentals for another three years
beyond February 1997, but allow
no new short term rentals.
These recommendations have now
been fo rw arded to the P lanning
Commission by the Council. Prior to
completing work on identifying neces
sary amendments to the Municipal
Code to implement any or all of the
recom m endations, the P lanning
Commission would like to get a general
sense ol the community response to
the recommendations. An opportunity
for public input has been scheduled for
Saturday, February 18,1995 at 10:30
am at Cannon Beach City Hall. Copies
of the Committee recommendations
are posted at the post offices and are
available at City Hall. If you are
interested in com m enting on the
recom m endations, please plan to
attend the public comment meeting on
February 18. If you are unable to
attend, you are welcome to send
written comments to the attention of
