Cannon Beach is a W inner
The I Ching (o r Book of Change) Is one of the oldest books known
to mankind Authorship of the baste text is attributed to King
W a n ( 1 1 5OBC), the commentary is the work of Confucius and
his followers, who lived two thousand five hurxted years ago
Buddha Is said to have worn out the leather binding on his copy
three times
The I Ching is considered an oracle or fortune telling tool by
some It was originally conceived as a w e /to understand and
predict the patterns of change, by using random acts ( the toss
of a coin or the a rb itra ry division of a handful of Yarrow
sticks) to determine the current patterns and thus, the
probable changes
We would use the I Ching, in the sixties, while hitch hiking to
test random theory and to chock our karma The wisdom of the
commentary and beauty of the hexagrams is still valid
This month s headline is a common piece of advice given by
th e I Ching We inquired about the future of the E d p and threw
the hexagram Ch ten, The Creative Principle, pictured above
The text begins, 'Sublime Success1 Persistence In a righteous
course brings reward ' And the commentary s»/s, in part,
Vast indeed is the sublime Creative principle It causes the
clouds to come forth, the rain to bestow Its bounty and all
objects to flow into their respect ive for ms (The Super »or
Man), mounting them when the time Is rip e . Is carried
heavenwards as though stx dragon. were his steeds

The Citizens of Cannon Beach were bestowed the Association
of Oregon Recyclers 1994 Education/Promotion Recycler of the
Year Award on May 13th John Rippey, Recycling Co-Ordinator
for the City of Cannon Beech offended the 16th Annual
Confer ence in f ugene and ai«p t«J the award on behalf of the
Citizens
This prestigious tribute to our community gave me cause to
reflect on the unique history of recycling effor ts in our city
The success of the progr am is due to the dedicated partnership
between volunteers, business»«, civic leaders, the Energy
Committee, and all the individual participants
The recycling program was begun in 1975 by volunteers
Lucille Houston, Mike Morgan and the tate Don Kontz
Permission was received from the city to use a parking lot as a
depot for voluntary monthly collection of m elaríais Cannon
Beech Lumber donated the use of a fo rkh ft to load the materials
fo r tr a n s p o r t to P o rtla n d The C ham ber of Cummer <e arxt the
Kiwanis provided volunteers For 14 years (hese volunteer a
operated o sucoesful program collecting glass, tin, aluminum,
newspaper and car dboar d
In 1989 the volunteers asked the City Council to secure
funds to construct a small butldinQ to house the program and to
create a position to over see recycling operations A 20X 30 foot
building was constructed tn the summer and John Rtppey was
hlrad as the recycling Oo-Ordtnator in October 1989 This
made Cannon Beach one of the firs t cities with n population
under 4 0 0 0 to operate a civic recycling program The Kiwanis
purchased a small volume baler which produced 2 5 0 lb bales
and in partnership with the city obtained a fo rklift The
program was so successful that there was an Immediate need for
more storage and a largar baler
In M a/ 1989 Carol Anne Heikkila and Mary Anne
Radmacher-Hersbey, local residents, testified ogainsf
off shore d rillin g before a state task force and suggested
development of apian to conserve energ/ The Oregon
Department of Energ/ proposed that a community be selected to
become a model for energ/ conservation The residents of

the geme and the Cubs wouldnt let him

understand the problem I'robably most Cubs fans

Cannon Beach agr oed to be that model community and formed the
Energ/Conservation Task Force In 15 months the Task Force
was instrumental in accomplishing most of its goals including,
but not limitad to, a community energy f a ir , increased
recycling services, a shuttle bus, energ/ audits for businesses,
and an increase in public awareness regarding the reduction of
use, resue of, and recycling of products This lead to the
formation of the Energ/ Committee, which is one of the few
civic standing committees in the state dedicated to conservation
In February 1991 aCurbside Recycling Program was
implemented which provided twice monthly/same day as
garbage pickup Again Cannon Beach Is one of a few cities under
4 0 0 0 to provide this type of service
In 1993 the Energy Committee conducted two studies on
