"What is the ugliest part of your body?
Some think it's your nose, some think it's
your toes, I think it s your m ind" Frank
Zappa wrote those lines in the sixties, and
they came to mind recently when the
question of a new development in Seaside
was brought to our attention Seaside, for
those who are not fa m ilia r w ith this beach
town, often called the Coney Island of the
Coast, is an example of a lack of planning
that results in a mix of neon, plastic,
tra ile r houses, bumpercars, dark taverns,
motels, condos, fast food joints, ad
nauseum Also there are some beautiful
older houses, and very nice neighborhoods,
and very good people, that are seldom seen
or appreciated by the v is ito rs or others
who live in the area Seaside has been
used as an example, for years, of what not
to do w ith a coastal community So, when
a couple of folks came by to talk about a
new condo going up in Seaside, our fir s t
thoughts were,"So, what else is new. how
could it h u rt" But, as w ith most things,
further investigation revealed that in the
deep inner heart of this community was a
beauty unmatched in the area, and it was
dangerously vulnerable
The question became "What is the most
beautiful part of Seaside" The answer
where the Necanicum rive r meets Neacoxie
creek, you can glimpse this place as you
drive by a Pizza place b u ilt to look like a
castle (an example of ugly) on 101 and off
to the west you see the wetlands marsh-
1 ike typical coastal habitat, maybe a heron
wading in the shallow water, a Sitka
spruce, maybe an eagle
a small area
untouched for hundreds of years by the
developement surrounding it
This area was, according to locals, the
site of an Indian village and burial ground,
and is currently the place where w ild life
that has been injured is taken to be
released a fte r it has been treated by local
protectors of the w ild creatures It is a
beautiful place And th is beauty is what
has brought it to the attention of some
folks who want to build the condos The
development is to be called Sahhalie,
which we are told is a Clatsop word for
Heaven or Higher Plane
For months and months the debate has
been raging in Seaside City Hall over the
proposed Sahhalie Condominiums The
issue has been causing tempers to flare
and, on the good side, a focussing of the
community on the future of Seaside The
proposal has been modified by the
architects Wasserberger/Benson to reduce
the impact on wetlands and w ild life , but
the State and Federal Fish and W ildlife
folks s t ill have some major problems w ith
this development
James Cadwell, Assistant D is tric t
W ildlife Biologist for the Oregon
Department of Fish and W ildlife, has
recommended against approval of the
development of this area due to the fact
that this is one of the last places on the
North Coast where we have so much
diverse habitat in such a small area. There
are both High and Low salt marshes and it
is what is described as an "Edge" effect
area, which is where two different types
of habitat meet, w ith the result that it is
used by tw ice as many types of w ild life
than any single type of habitat Mr
Cadwell says that Oregon Fish and W ildlife
has spent more time working on this
project than any other w ith in the last five
years When we asked him why he said
simply that it was because it was so
important to the w ild life in the area that
it was worth the f ight to save it
John Marshall of U 5 Fish and W ild life
states that Resource agencies are
unanimously opposed to the project as
proposed And the o ffic ia l report states
"The proposed project w ill dire ctly and
indirectly result ,n significant adverse
impacts to high salt marsh and spruce
swamp wetlands
both of these wetland
types are considered regionally important

is over and once again the Cubs
failed to win the pennant, even
though we batted over 500 Next
year we w ill be in the Central
Division, and w ill only have to be
better than a third of the National
League rather than half, to win the
flag Does this mean they have to put
up a new rope on the flagpole ,n
center f teld at Wrigley?
