Postm aster General Burleson is following up
the Kucossful |operation of parcel post by recom­
mending immediate acquisition by purchase
a t appraised value of the "commercial telephone
net w ork" except the farm ers lines. I t would
provide that the Postm aster General may issue
removeable licenses to private individuals to
operate lines not acquired by the g o v e rn m e n t-
Pointing out that the Government directed
s< i vice would be more nearly universal, the re-
opct adds:
"The private monopoly has no incentive to
extend its facilities to unprofitable territory; but
the Government must serve all the people.. This
universol service is accomplisned by the equaliz­
ation of rates. In fixing.rates the policy o fth is

taxation, but only to see to it that the service,
as a whole is self-supporting. The private mon­
opoly, on the other hand, m ust make a profit,
and, in providing for this, tends to increase its
rates to the highest price th a t will not, by too
greatly restricting the volume of business, im­
pair the aggregateqjrofit.
___"According to the best available data, the
capitalization of the long-digtcncc and toll lines
represents approximately $200,000,000 and the
capitalization the entire commercial network
approximately $900,000,000, The cost to the
Government would be less than the appraised
value, since it would be undersirable for the
Government to purchase the real estate holdings
of the Companies. Exchanges could be leased
until accommodations could be provided in the
postoffices and stations. ”
